- POST: Job Title: Chief of Staff Grade: P5 Section: Office of the SRCC Reports to: SRCC Duty Station: Mogadishu, Somalia
- JOB PURPOSE: The Chief of Staff (CoS) reports to the SRCC. The CoS assists the SRCC in maintaining the integrated and coherent functioning of the mission, particularly senior level decision making, administrative, financial and personnel issues, serves as the reporting officer for some mission sections, and is responsible for the management of the office of the SRCC, planning and policy coordination, and information dissemination. The CoS works closely with the Deputy SRCC (DSRCC), the Force Commander, the Deputy Force Commanders, the Police Commissioner, the Deputy Police Commissioner, and the heads of the substantive civilian sections. The CoS is also responsible for overseeing the management and operations of the Mission Operations Centre (MOC), the Mission Analysis Cell (MAC) and the Mission Planning and Evaluation Cell (MPEC). Within the relevant delegated authority, the Chief of Staff will be responsible for the following functions.
- MAIN RESPONSIBILITIES: • Ensures the effective direction and integrated management of all the mission's activities in line with strategic vision and guidance;
• Responsible for coordination of policy and implementation among the various components of the Mission and liaises with external partners as and when required; • Responsible for coherent communications structures and systems and is the focal point for communication with the African Union (AU) Headquarters in Addis Ababa, in particular the Peace and Security Department (PSD); • Receives and logs the majority of correspondence reaching the Mission from AUHQ and external sources and processes internal Mission correspondence submitted for the attention of the SRCC; • Develops integrated strategic mission implementation plans and results-based budgeting frameworks that accurately reflect the mandate of the mission and an integrated approach to the fulfillment of the mandate. • Administration of the Office of the SRCC; • Reviews and ensures quality control and high-quality standard of all outputs and communications emanating from the Office of the SRCC and from the mission; • Assist SRCC in overall mission management; • Ensure effective communication flow to and from the Office of the SRCC; • Oversee mission knowledge management; • Ensure the SRCC is informed of critical issues requiring intervention and decision; • Anticipate and respond to major policy and operational issues, under the direction of the SRCC; • The COS advises the SRCC on protocol matters and supervises and provides guidance on the preparation and coordination of official visits; • The COS is the focal point for all sensitive personnel and management issues • Together with the Chief Finance, Accounting and Budget Officer, the CoS is responsible for the coordination of inputs to the Mission budget submission ensuring that adequate provision is made to meet resource requirements • Serves as reporting officer for some specific mission sections; • Maintains an overview of risk management issues for the mission; • Serves as a member of the mission Senior Management Team;
• Maintains oversight of premise requirements at the Main Headquarters; • Oversee the work of the MOC, MAC and MPEC; and • Perform other tasks as directed/requested by the SRCC.
- QUALIFICATIONS Advanced university degree (Master's degree or equivalent) in one or more of the following disciplines: social sciences, finance, business administration or management or related fields. A relevant combination of academic qualifications and professional experience may be accepted in lieu of the advanced university degree.
- EXPERIENCE At least 10 years work experience in political, social affairs, management, business administration, finance, human resource management, programme and project planning of other related areas of experience. Experience working in multicultural institutions. Proven track record of excellent management and technical leadership skills.
- SKILLS AND COMPETENCIES REQUIRED • Ability to work closely with governments, NGOs and multi-lateral institutions in complex political affairs, peace and security undertakings • Demonstrated in-depth understanding of mediation, conflict resolution and peace support operations; • strong analytical skills combined with good judgment • proven ability to review and edit the work of others • diplomacy and tact, including demonstrated ability to interact with senior government officials and agencies • Strong managerial/leadership skills • demonstrated flexibility in leadership by performing and /or overseeing the analysis of complex human resources, financial or administrative management policy and programme issues
• proven record of building and managing teams and creating an enabling environment, including the ability to effectively lead, supervise, mentor, develop and evaluate staff and design training/skills enhancement initiatives to ensure effective transfer of knowledge/skills • proven ability to provide strategic direction and ensure an effective work structure to maximize productivity and achieve goals. • Managing Performance Ability to establish priorities and to plan, coordinate and monitor work of others • Ability to coach, mentor, motivate and develop staff and encourage good performance • demonstrated commitment and sensitivity to promoting women's rights and gender equality in the context of post-conflict transitions • Building trust Reputation for dealing honestly and openly with issues and staff • Recognised and highly respected by peers, clients and staff • Computer literate and well versed in the use of the Internet, Power Point, Excel and Word • Must be prepared to work in a hardship, highly pressurized and sometimes hazardous environment
- AGE REQUIREMENT: Candidates must preferably be between 35 to 50 years old.
- LANGUAGE REQUIREMENT: Fluency in spoken and written English is required. Knowledge of other working languages of the African Union would be an added advantage (Arabic, French and Portuguese).

- TENURE OF APPOINTMENT: The appointment shall be for an initial period of one (1) year, the first three (3) months of which shall be on probation. It shall be renewable subject to performance and availability of funds.
- REMUNERATION: The salary attached to the position is an annual lump-sum of US$ 131,527.90 inclusive of all allowances for internationally recruited staff, and US$ 119,992.65 inclusive of all allowances for locally recruited staff
