The U.S. Embassy in Dar es Salaam is seeking for two individuals for the position of Part-time and Full-time Nurse in the Health Unit.
BASIC FUNCTION OF POSITION
Performs professional nursing duties for Embassy Health Unit, under supervision of local Medical Doctor and Regional Medical Officer, located in Nairobi. Provides day to day health care and follow up to approx 200 American direct hire employees and their families. Maintains health files and records of all Americans and Locally Employed Staff at post. Provides on-the-job medical review/referral to approx. 300 Locally Employed Staff.
MAJOR DUTIES AND RESPONSIBILITIES:
| Responsible for Health Orientation of all new FS employees. Initially interviews and evaluates walk-in and appointment patients including taking brief initial histories and referring to physician as deemed necessary.Treats and provides medication to those having minor complaints. Treatment under supervision of the Physician. Takes on call out of hours duties as per on call schedules. | 55% |
| Administers immunizations to meet standard requirements, maintaining records of those necessary to maintain health of all Americans at post. Maintains an immunization clinic for routine and travel immunization. Dispenses malarial prophylaxis for employees and ensures those traveling have information requiring additional medications. Coordinates medical evacuations to regional centers determined by post Physician and/or RMO. | 5% |
| Co-ordinates medical clearance examinations according to MED’s guidelines. Performs limited physical examinations including checking blood pressure, administering EKG, vision, hearing evaluations Discusses findings with Physician. Assists physician in minor office procedures. | 5% |
| Counsels employees on a variety of health subjects including nutrition, care of minor injuries and illnesses, family and health problems, infant and pre-natal care and food and water sanitation. | 5% |
| Makes appointments with local physicians for patients in need of specialist care and follows up with both doctor and patient. Co-ordinates local hospitalizations of Foreign service personnel if required. | 2% |
| Coordinates medical evacuations when it is determined that an American or dependent requires treatment not available locally including requesting authority from M/MED Washington, ensures travel orders are prepared, liaising with Regional Medical Officer by telephone/cable, notifying the medevac point of Incoming patient and requirements for treatment/hospitalization, and travel arrangements are made on a timely basis. May be required to accompany critical cases on medevacs. | 3% |
| Prepares orders for needed laboratory tests and supervises the Medical Technologist in the absence of the Physician. | 5% |
| Responsible for ordering and maintaining necessary medical and laboratory supplies, anticipating orders so that rapidly moving drugs are ordered with enough lead time that Pharmacy is well-stocked but not ordering in excess. Maintains pharmacy, medical supplies inventory inclusive of the alternate medical supplies and Chem. Bio supplies. | 5% |
| Advocates and administers the Health Promotion Programme. Complies with reporting requirements. Be available to take on-calls after official hours. QUALIFICATIONS REQUIRED

Education: Graduate of a professional nursing school with current RN license from the U.S. or Western European equivalent is required. Must have current registration as a professional nurse.

Prior experience: Three years experience after graduation in health care setting is required.

Knowledge: Ability to counsel employees with physical, emotional or mental problems. Knowledge of professional nursing principles, procedures and their application in a Health Unit setting.

Skills and Abilities: Ability to use specialized medical equipment and techniques such as oxygen equipment, resuscitator, EKG machine, etc. Must have empathy, maturity, stability, objectivity, resourcefulness, adaptability and sound judgment.

MAJOR DUTIES AND RESPONSIBILITIES:

Process paperwork on all incoming and outgoing airfreight shipment with airport customs authorities. Shipments include both Embassy supplies and HHE and consumables of post personnel. Sees that all shipments are delivered to proper locations and reports directly to the General Services Officer regarding status of all pending air freight.

Accompanies incoming and outgoing U.S. citizen personnel at airport and railroad station. Facilitates customs clearance of their baggage and accompanies incoming passengers to their temporary Quarters. Process outgoing passengers through relevant airport authorities.

The US Embassy is seeking an individual for the position of Administrative Assistant at the Centers for Disease Control and Prevention.
BASIC FUNCTION OF POSITION
This position serves under the supervision of the Administrative Manager as an Administrative Assistant for CDC-Tanzania and performs general administrative duties. Additionally, the incumbent has the responsibility of maintaining the administrative filing system by, coordinating and documenting all personnel related activities of CDC Tanzania.
MAJOR DUTIES AND RESPONSIBILITIES

Manage the WIN-TA Time and Attendance System for nearly 50 CDC Locally Engaged (LE) staff according to Embassy regulations and Human Resource policies.

Know the data codes and appropriate use for all time and attendance data entry into the WIN-TA system: Annual leave, sick leave, restored leave, leave without pay, overtime, comp time worked, comp time used, and holiday pay.

Maintain all hard-copy supervisor approvals for leave, and ensure accurate data entry for the reporting of Sick Time, Duty Travel.

Update and maintain all leave, personnel, and time and attendance records, coordinate supervisor approvals (as necessary) and certifying officer signatures for the timely submission of CDC time and attendance records to US Embassy Human Resources Department on a bi-monthly basis.

Serve as a point of contact with the US Embassy’s Human Resources Office for Time & Attendance.

Ensure that travel requests are fully documented with details and meet USG and CDC travel requirements before forwarding to the Deputy Director for approval.

Make flight bookings according to the travel request both locally and internationally for travelers.

Prepare a packet for travelers with tickets, itinerary, booking confirmation numbers and other information required by travelers.

Reconfirm bookings and tickets for TDY visitors, assist with requests for other travel information as necessary and liaise with the CDC Atlanta travel coordinator to assure compliance with CDC standards and procedures. Assure the inclusion of trip reports with the voucher reimbursement process as dictated by CDC Policy.

Mail - Date stamp, track and distribute all incoming and out-going mail and parcels. Ensure that all CDC official incoming mails are distributed to the respective staff in a timely manner. Maintain an office register/dispatch book for all incoming and outgoing mails. Work with Security Coordinator to implement any necessary security or screening systems for incoming mail.

Supply Room Management – Maintain stock of expendable office supplies by managing inventory and coordinating orders of additional stock with CDC Procurement Specialist. Schedule with vendor, the order and delivery of potable water in order to maintain a good stock level of water in the building at all time.

Back-up Reception & Motor Pool Coordination
– Perform back-up duties for CDC Front Office receptionist when needed: - Receive visitors and ensuring escorts to appropriate offices within the building.
- Manage telephone switchboard, answer all incoming calls and transfer to appropriate staff.
- Coordinate drivers for vehicle requests from CDC staff, TDY staff and consultants with motor pool staff at US Embassy.
- Communicate with staff on all vehicle arrangements and enforce USG vehicle use policy at all times.
- Perform other duties as assigned by the supervisor. -
Back-up: Executive Assistant
– Perform back-up duties for CDC Country Director, Deputy Director and Associate Director of programs when needed
- Provide administrative assistance for the CDC Country Director and Deputy Director in the absence of the CDC Executive Assistant.
- Take minutes during Senior Staff meeting and other meetings as needed. -

QUALIFICATIONS REQUIRED

- Knowledge: The incumbent mush have a thorough knowledge of all aspects of administrative and office support processes, including secretarial support for professional staff, procurement, arranging and processing travel support, coordination of motor pool support, and procedures for processing personnel actions and minutes recording. The US Embassy is seeking an individual for the position of Training Coordinator at the Office of Security Cooperation.
BASIC FUNCTION OF POSITION
Key role player in the implementation of the U.S. Security Cooperation Program for Tanzania in accordance with the Theater Campaign Plan and Mission Strategic Plan. Responsible for maintaining the security cooperation relationship between the Tanzania military, government ministries and synchronizing theater, interagency, and international goals. Assists in developing, planning, and coordinating the execution of African Contingency Operations Training and Assistance (ACOTA); Senior Leader Engagements; Foreign Military Financing (FMF) grants; International Military Education and Training; (IMET) Military-to-Military (M2M) engagements; Humanitarian Assistance projects; Africa Partnership Station events; Responsible for a spending budget of $1.5 million in IMET, Counter Terrorism fellowship Program (CTFP) and FMF. Provides military advice to Department of Defense (DoD) personnel.
MAJOR DUTIES AND RESPONSIBILITIES

Assists with the Letters of Requests (LORs) and Letters of Acceptance (LOA) and LOAs for the FMS cases when requested by OSC, Chief.

Receiving and Screening calls and visitors from host country military (TPDF) concerning Security Assistance and the Training program.

Coordinates and synchronizes M2M events for the Office of Security Cooperation with the TPDF Defense Foreign Relations Office.

Vetting/Screening all International students to ensure that prerequisites are met to include: administers the Defense Language Institute's English Comprehensive level tests as well as the TOEFL and ACT; for the required courses.

Maintaining all student training records.

Preparation of invitational orders.

Prepares student biographies and academic records.

Prepares visa applications.
-
Coordinating and arranging travel plans.
-
Prepares and requests travel advances for students attending training.
-
Medical screening of students and dependents.
-
Conducts pre-departure briefing and debriefs students upon return to host nations to assess how valuable the training was from the students and to obtain their recommendations/views on how best to serve them under the International military education and training program (IMETP).

Downloads and Update of Standardized Training List (STL).

Daily access to the security assistant network programme (SAN) for updates on courses available and changes made to the STL.

Works with the country program managers of the five military departments (MILDEPS) to implement the Tanzanian training requirements.

Inputs the courses into the Training Management System (TMS) and the web based Security Assistance Network.

Prepares the yearly host country's military two-year Combined Education and Training Plan (CETPP) and the Congressional Report on International Military Training (CRMIT) report of all foreign military sales (FMS), ACOTA, NCO trainings in-country.

The Counter terrorism courses are intended to support and enhance U.S. efforts in the Global War on terrorism.

Establishing the Tanzanian Peoples Defense Forces Counter Terrorism educational needs, preparing and sending students for studying in the U.S. and at the George C. Marshall Center in Germany for counter terrorism (CT) related training.

Advising the Tanzanian MoD on the CT courses available, course pre-requisites, experience required and ranks of officers who should participate in any CT-related training.

Justifying why the candidates are suitable for the CT courses in the SAN web before CTFP and AFRICOM approve the nominations, and Generating ITOs for CT students as required or directed by the commandant Command (AFRICOM), Providing logistical support, and making payments to students in cases where the school does not have a disbursing office to pay off the students TLA.

And performing all necessary record keeping and logistics groundwork for the International Military Education Training Program.

Notifying the TPDF/MoD of ACOTA training available with the approval of the OSC, Chief, Preparing all the necessary vetting memorandums to the three departments namely: the Regional Security Office, Political section and Consular for vetting to occur.

Establishing and finding out correct data from the different TPDF units for the selected candidates, for easy tracking and vetting.

Keeping records of such training in the DoD Database for all recorded DoD/State Department training. Also, for the CMRIT report required by AFRICOM.

Receives and screens calls and visitors from the host country military concerning the Security Assistance and Training Program. Answers inquiries on policies, routine matters, status of actions, and course availability.

Disseminates information only on a need to know basis. When requested information is not available, obtains and forwards information to appropriate persons or refers callers to the proper source. Places local and long distances calls and faxes.

Sets up and maintains correspondence reports and documents files.
-
Classifies and files material based upon content as well as subject and document identification. Establishes and maintains office library of related publications, regulations and directives. Screens files periodically and retires or destroys files no longer required.

Coordinates and contributes to frequent official visits to the Defense Attaché Office and Office of Security Cooperation.

Assist in arranging appointments and may accompany visitor to meetings with government and other officials. Extensive knowledge provides valuable information on current events, local government insight, and regional affairs.

Provides interpreter service for American Officers, especially when nuance of meaning is important.
QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
- Education: University degree in either Law, Political Science, Sociology, History or Economics is required.
- Prior experience: 8 years of experience in working with the Tanzanian People’s Defense Force, or experience in interpreting and translation services, Media law or International Affairs
- Language proficiency: Level IV (fluent) (writing, reading and speaking) in both spoken and written English and Kiswahili is required.
- Knowledge: A vast and thorough knowledge of Tanzania’s political, economic, social structure institutions and military leadership/affairs.
- Skills and Abilities: Ability to develop and maintain an extensive range of high level contacts with the Ministry of Defense and Home Affairs; Ability to inter-relate political military developments to economic and social forces and factor at work in Tanzania; Ability to plan, organize and execute complex research project and to prepare precise and accurate factual and analytical reports. Basic computer skills required.
SELECTION PROCESS
