Term: 12-month contract from November 2012 – November 2013
Major Purpose:
The Specialist, Knowledge Development provides strategies and tools for the effective documentation, packaging, sharing/dissemination of FCMI’s program-related knowledge. The Specialist, Knowledge Development ensures the integration and coordination of knowledge management and exchange across FCMI programs.
Key Responsibilities:
- Leads on the development and maintenance of an FCMI knowledge management system that includes: program knowledge management strategies, tools and processes to support FCMI staff and partners in their implementation, as well as monitoring and evaluation of knowledge management results
- Through joint work planning, provides support for the implementation of individual program knowledge management strategies and action plans
- Responsible for the effective implementation and monitoring of the newly-adopted departmental knowledge management strategy
- Oversees and coordinates the development of knowledge products, and provides guidance and support to programme teams in the production of knowledge products on FCMI international program experience, ensuring compliance with organizational policies and strategies
- Responsible for the quality control of knowledge products (case studies, manuals, etc.) developed by project teams
- Develops and implements practical knowledge management tools and processes such as communities of practice, blogs, wikis, case studies and frameworks for effective knowledge capture, packaging and dissemination
- Leads the coordination and facilitation of knowledge-sharing activities; designs and coordinates the delivery of specialized content training for FCMI staff and program partners on various aspects of FCM’s international programs;
- Using an adult education approach, supports knowledge management capacity building for overseas partners, including the provision of technical assistance/training
- Manages the work of a variety of consultants engaged in the development and production of knowledge products and ensures quality and timeliness of deliverables
- Promotes inter-departmental collaboration on knowledge development and sharing and supports program teams to develop and implement strategies for program-related knowledge development and sharing
- Provides selected departmental internal research and writing services on selected aspects of FCM international programming, such as policies, sections of annual work plans and proposals, department-level publications on FCMI programming and on Canadian domestic municipal experience
- Maintains up-to-date knowledge of effective and innovative knowledge management tools and approaches
Knowledge and Experience:
- Requires a University Degree in a relevant area such as organizational learning, communications or international development
- Five years’ experience in a relevant role (e.g., communications, international development planning, organizational learning, information/knowledge management, training/capacity building, working in an evidence and results-based environment) that requires facilitating information and knowledge exchange within or between organizations, conducting research and developing written materials
- Experience developing and implementing knowledge sharing tools and platforms (e.g.: communities of practice, blogs, wikis, social media, case studies)
- Experience designing and facilitating participatory forums, workshops and training sessions for knowledge development and sharing
- Familiarity with gender, environment, and local economic development is an asset
- Excellent verbal and written communication skills including group presentations
- The ability to work in both official languages (English and French) is required for this role. The knowledge of Spanish is considered an asset.
- Some national and international travel (5 – 6 times per year) will be required as a function of this role.
