Médecins Sans Frontières is an international non-governmental humanitarian organization founded in 1971 that provides medical assistance to people facing crises that threaten their survival. The organisation operates in around thirty countries. The primary goal of the Operations Department at the Paris Operational Centre (OCP) is to improve the quality of MSF’s operational response by formulating, overseeing and guaranteeing the efficient implementation of its medical humanitarian activities.
We are looking to fill a position in this department: A PROGRAMME MANAGER (M/F) Armenia, China, Lao PDR, Cambodia, Papua New Guinea, North Korea
The desk’s portfolio will be subject to changes in the coming weeks when the new Yalta for Operations is in place.
Mission The programme manager is tasked with analysing situations where MSF is likely to provide assistance in the light of MSF’s social mission. S/he contributes to the deliberation and decisionmaking process that relates to MSF’s operational project. This contribution takes place at Board level, within the Operations Department and, more generally, as part of the programme manager’s involvement in other departments with a view to sharing experiences and encouraging continuous improvement of aid projects.
Activities
a. Take part in formulating the organisation’s operational project
Analyze situations where MSF is likely to provide assistance in the light of its social mission.
Propose the initiation of new programmes and describe programme goals: - analyse requirements in the countries under her/his responsibility, launch exploratory missions, draw up the proposal and define the project budget; - work with the desk and heads of mission to define goals and the resources needed to implement programmes (medical, financial, logistics, HR); - regularly review activities to check they correspond to changing contexts and goals; - produce an annual review of programmes.
Supervise and coordinate implementation of programme goals.
Set up monitoring in order to ensure that programmes can be adapted on an ongoing basis: - monitor countries’ geopolitical situations; - centralise information concerning the safety of MSF teams; - keep the Operations Department up to date with events that may have an impact on safety.
Supervise and coordinate program implementation and monitoring: - take decisions concerning security problems; - ensure that programme goals are respected; - manage the logistical and medical resources made available for use in the field and ensure they are used judiciously; - help heads of mission draw up funding requests and reports.
Maintain constant critical analysis of the programs’ goals and activities: - assess programmes regularly; - analyse indicators during in-depth reviews with the desk and coordination teams to assess whether goals have been met and if they should be redefined; - decide on new directions for the programmes and adjustments to assistance mechanisms take into account changing contexts; - working with the heads of mission and Operations director, decide which programmes should be shut down
Coordinate and provide operational support and desk resources to the regional emergency response coordinator based in Tokyo for explos and e-response
b. Supervise and coordinate desk activity
Manage program communications: - ensure that information from the field is disseminated effectively to head office and the outside world; - take part in meetings with operational partners (NGOs, HCR, WHO, WFP); - contribute to MSF’s general communications activities by taking part in interviews, symposiums, conferences and debates.
Coordinate the drawing up and monitoring of program budgets.
Manage field coordinators: - help to recruit coordinators, take charge of their briefing and debriefing, supervise or carry out their assessments; - help to identify future field managers; - take part in work meetings at head offices; - take part in MSF’s international meetings.
Contribute to all MSF’s training sessions.
Contribute to MSF meetings (general assembly, board meetings): - organise discussion and debates that will help the organisation to understand the challenges MSF may have to respond to.
Makes use of MSF-Japan support for Tokyo Desk programs, for example, when needed, liaise with Access Campaign Coordinator Japan and the MSFJ Humanitarian Affairs Representative.
Informs, raises awareness and develops knowledge among MSF-Japan about field programs, operational issues, humanitarian principles and values, and medical and operational topics through regular staff briefings, presentations and other means.
Provides field expertise and support to all other departments of MSF-Japan, particularly Communications department for public communications and publications with program content (website, press-releases, email newsletter, annual plan, etc) and development for marketing and donor materials with program content.
Participate to Japan and Sydney Management Team (MT) meetings on request of GD’s
Profile Field experience with MSF is essential: at least 2 years’ experience as a head of mission, medical coordinator or other (senior) coordination post. Experience at the MSF head office would be a bonus. Medical or para-medical training preferred. Fluent written and spoken English and French essential Must be geographically mobile: one field visit per year at least is required for each programme
Status Permanent contract based in Tokyo, with a 4-month trial period - Full-time executive position – 3 years commitment expected. The link with MSF Japan is only administrative, hierarchical link is attached to the operational direction based in Paris.
Salary, as per MSF-J salary scale (8,514,000 yen per annum (709,500 x 12), is reflecting cost of living in Japan and seniority of this position. Other conditions are as described below:
Allowance: Child allowance and commuting allowance. Social Insurance: Japanese government social insurances (health, welfare pension and employment) and complementary health insurance Benefits for overseas based applicants, including assistance for relocation and initial settlement, and annual home leave will be provided. Full-time employment (40 working hours per week). 24 annual paid holidays per year and year-end/new year holidays (5 days).
