The Netherlands Institute for Multiparty Democracy (NIMD) is a democracy assistance organisation of political parties in The Netherlands for political parties in young democracies. Founded in 2000 by seven parties across the political spectrum (CDA, PvdA, VVD, GroenLinks, Democrats 66, Christen Unie and SGP), NIMD currently works with more than 150 political parties from about 20 countries in Africa, the Middle East, Latin America, Asia and Eastern Europe.
NIMD supports dialogues of political parties to improve the democratic system in their country. NIMD also supports the institutional development of political parties, helping them develop party programmes and assisting them in their efforts to enhance relations with civil society organizations and the media.
In Burundi NIMD’s programme focuses on dialogue between and capacity building of political parties, and democracy education at the grassroots level. As the programme is expanding, NIMD is currently looking for a:
NIMD Programme Coordinator
based in Bujumbura, Burundi
The Programme Coordinator is to oversee NIMD’s Burundi programme, and will support NIMD’s main local partner organisation BLTP (Burundi Leadership Training Programme) in strengthening its programme management and implementation capacities. In cooperation with BLTP, the Coordinator will be responsible for the planning, monitoring and evaluation of the programme, its (financial) management as well as reporting to NIMD headquarters and to the donors. The Coordinator will work in close cooperation with the NIMD Country Team at headquarters in The Hague, to which s/he will report regularly. Finally, the programme coordinator will represent NIMD towards the political parties and the international community in Burundi.
Primary responsibilities for the position are:
The Programme Coordinator is expected to perform a variety of tasks, among others:
- co-manage and support the programme team on a day-to-day basis, managing work flows to ensure that outputs are delivered within available resources and to deadline, that matched funding is managed and reporting requirements met;
- build and maintain active, sustainable, relationships with external partners and stakeholders including local political parties, partner organisations, representatives of the international community and other relevant networks and bodies;
- supporting and advising NIMD’s Burundian partner organisation in the strengthening of its programme management, planning, monitoring and evaluation;
- monitoring and evaluation of individual programme activities, in line with different donor requirements;
- co-developing conceptual frameworks for the content of programme activities;
- guarding the implementation of the annual plan (this includes assessing programme budgets, monitoring programme spending, analysing cost effectiveness and projecting financial expenditure);
- assisting BLTP in the logistical setup of activities;
Required Skills & Experience
- Relevant post graduate degree or professional qualification;
- Minimum of five years of experience in the field of democratic governance at the international level;
- Minimum of five years of experience in (financial) programme management and reporting skills, including the conceptual designing and logistical implementation of programme activities;
- Demonstrable extensive experience in implementing EU funded programmes;
- Knowledge of budget and accounting procedures;
- Excellent organisational skills with proven record of ability to work effectively to meet strict deadlines;
- Interest in and affinity with the Great Lakes region and Burundi;
- Strong written and oral communications skills. Computer literacy is required;
- Cultural sensitivity, ability to understand and adapt to local political context easily and affinity with the political approach of NIMD’s programmes;
- Experience working or living abroad is desirable or a proven ability to adapt quickly to new
cultures, both professionally and personally; and
- Perfect oral and written command of English and French language.
The successful applicant will start on 1 October, 2012. The duration of the contract is 15 months and can be renewed thereafter. The job location is in Bujumbura, Burundi, and requires occasional travel in Burundi. NIMD offers a competitive salary and package.
