Contract: C2 Global- Fixed term (12 months) Salary: £20,619 - £27,642 net (after tax) per annum
Oxfam's Kenya Programme is a complex programme that incorporates both rapid and slow onset emergencies as well as longer term development and policy work. Oxfam Kenya applies a one programme approach which means it has multiple activities that support a holistic approach to humanitarian, development and advocacy for long lasting change in poverty reduction. Oxfam Kenya is engaging in the great changes taking place in Kenya including the devolution of government, preparation for peaceful elections, the discovery of Oil in the Arid Lands and the expansion of informal urban settlements. Oxfam in Kenya works in the north, principally in Turkana, Dadaab and Wajir, in Nairobi and on national level advocacy and coordination issues in multi stakeholder fora. To this end, we are seeking to fill the position of Market Based Livelihoods Advisor.
Dimensions • Provides professional technical advice to field team, managers, policy makers and advocacy team on context and market based livelihood programming. • Liases with regional food security & livelihood advisor. • Contributes to and influences the development of programme strategy and supports operational implementation. • Develops solutions to diverse and complex problems within organisational policy. • Interprets and applies market based livelihood information in a variety of formats and from a variety of sources. • Develops effective networks with Oxfam managers, staff, private sectors and partners as well as with external bodies. • Impacts directly on programme quality and contributes to the achievement of Oxfam's country programme strategic objectives. • Maximises sharing of lessons learnt between countries and regions. • Lead in the capacity building of national staff. • Impact on external policy and practice of other agencies and through advocacy and policy work on the international debate in relief and development. • Short and medium term planning is required in the context of changing priorities. • Required to make sound judgements regularly within agreed processes using technical knowledge, a good understanding of the team and the facilities of the team. • Negotiation and representation with local authorities. • Develop a shared analysis of local issues, contacts and key players.
Key responsibilities Reporting to the ASAL Programme Coordinator, the Market Based Livelihoods Advisor will work with field program teams in carrying out market and livelihood assessments in Kenya and advise on appropriate market based livelihood programming. He/she will be involved in conducting general mapping of the relationship between markets and outlining their relationship with Oxfam Kenya programme areas, lead consultants on value chain analysis on the market systems, conduct comprehensive stakeholders analysis highlighting power relations/risk to market relations & value chains as well as identifying key strategies to use markets /cope/adapt to differing levels of shocks. The post holder will assist programme managers in writing proposals for market based livelihood programming which have an income and food security component as well as prepare regular reports and summaries of work and recommendations to managers and advisors. S/he will ensure that all work is carried out in a way that is sensitive to community needs and gender issues, in particular to promote the full and equal participation of women in all aspects of the work. The post holder will also contribute to the development of private sector linkages and approaches in at least three main identified commodities and contribute to Facilitate / develop linkages and strengthening the capacity of key private business service providers that contribute towards strengthening identified commodities in the value chain and improving the participation of poor women and men.
Skills and competence To be considered for this position, you will possess a master's degree in Agriculture economics or related field and knowledge and experience in market based livelihood interventions. You will have significant experience, of which a substantial part should involve market based livelihood work, market mapping, value chain development approaches, private sector engagements, business development and food security work. You also be required to have proven practical experience in two or more of the following: private sector engagements, business services development, markets and livelihood assessment / surveys.
