Change Management Advisor

Background information:
The People Management Programme (PMP) is a strategic initiative that will enhance the ICRC’s capacity to attract, develop and retain the best possible workforce to access people affected by armed conflict and other situations of violence and to deliver effective humanitarian services. The implementation of this programme involves significant reorientation and change of how the ICRC manages and develops people including the move towards a single, global workforce where ICRC staff will be managed on the basis of their competencies, performance and potential.
The primary purpose of the Change Management Advisor is to initiate, oversee and coordinate a broad change management approach that will ensure that the changes and challenges associated with the implementation of the PMP are effectively anticipated, widely understood, (by those affected and involved), and constructively engaged with by key stakeholders across the ICRC.
Main tasks:
Strategic
- Designs and implements the programme’s change management approach based on the PMP design principles and up to date engagement with stakeholders.
- Ensures that relevant change management issues are addressed and included in the PMP road map and other key strategic documents.
- Supports the Programme Manager to provide relevant information on change management to the PMP Steering Committee, to inform high level programme decisions.
- Advises the PMP team, work stream leaders and project managers on change management issues, providing communication resources where necessary.
- Ensures that there is a good understanding of the PMP, its implications and advantages for all those affected.
Stakeholder planning and management
- Conducts and updates evidence based stakeholder analysis devising targeted communication approaches for the different stakeholder groups.
- Establishes formal and informal stakeholder feedback mechanisms and conducts regular stakeholder research to inform programme policy and decisions.
- Establishes stakeholder networks based on both existing and new structures within ICRC to ensure regular two way communication.
- Anticipates key stakeholder challenges and issues associated with the various programme initiatives and ensures that there is an appropriate level of engagement, communication and support to enable implementation challenges and concerns to be addressed both locally and centrally.
Communication management
- In close cooperation with the PMP team, develops and executes coordinates, comprehensive change management plans that facilitate the implementation of the PMP
- Develops communication and change management reference tools and materials for the programme such as presentations, interactive FAQs, PMP updates.
- Develops and uploads regular content about the PMP on the intranet and manages the PMP intranet pages through close liaison with the relevant departments.
- Liaises with the relevant departments to ensure consistency with established best practices, complementarity and proper sequencing and synergy with other institutional projects in internal communication.
Length of assignment : 2 years (with possibility of extension)
