Description
The Economics Department of the OECD aims at enhancing economic performance in member and non-member countries through sound and innovative policy advice with a view to seeking an inclusive and durable increase in living standards. It deals with a wide array of policy areas combining macro-economic management, with a strong emphasis on structural policy issues to address policy objectives covering material well-being, social concerns and green aspirations. Its policy advice is derived from a variety of sources such as country surveillance, cross-country benchmarking and evidence derived from empirical research. Much of the Department’s policy analysis and advice is provided as input to committee-based peer review and multilateral surveillance processes and contributes to the overall OECD mission. The Economics Department interacts with several other OECD directorates working in specific policy fields.
The Economics Department (ECO) is launching a recruitment campaign for experienced economists to fill vacancies that occur from time to time. The positions may be located in the Policy Studies Branch, which focuses on projects of a cross-country nature, or on a member country desk or non-member economy desk of the Country Studies Branch of the Department. The functions consist of conducting economic analyses of, and drafting documents about, policy issues arising in fields covered by the Economics Department under the supervision of a Head of Division and/or a Senior Economist within the Department. In the process, Economists are expected to interact with a broad array of stakeholders, including governments, non-governmental organisations, other international organisations, and academics as well as other OECD Directorates.
Main Responsibilities
Analysis and forecasting
- Carry out cross-country or single-country economic analyses of issues of current policy relevance for one or more Committees and their Working Parties served by the Department. The topics covered will vary through time according to the Programme of Work defined by the Committee(s) served, and include both structural and macro-economic issues, in the short or medium term, related to OECD member countries or non-member economies;
- Contribute to the semi-annual forecasting round of the Department. Participate in the development and maintenance of the analytical apparatus of the Department by identifying areas in which empirical work is necessary. Contribute to the work done elsewhere in the Department in the relevant areas.
Drafting
- Draft reports and articles summarising empirical knowledge or recent economic developments of policy issues, either for inclusion in the Department's documentation (Working Papers, Economic Surveys, Economic Outlook, Going for Growth, Policy notes, Economic Studies and Monographs) or for briefing senior officials;
- Prepare draft press releases on specific subjects, as required.
Liaison and Representation
- Foster collaboration among the relevant policy communites both within and external to the Economics Department. Seek new synergies with other Directorates of the OECD;
- Maintain contacts with officials in national administrations, other international organisations and country Delegations;
- Keep informed on economic policy developments in member countries, and on developments in the academic literature;
- Participate in missions to member countries or non-member economies, as required;
- Represent the Department at inter-Directorate level meetings, when required.
Other tasks
- Carry out other related duties, as assigned.
Candidate’s Profile
Academic Background
- An advanced university degree in economics.
Professional Background
- Three to seven years' experience in applied economic research and policy analysis, preferably in areas where international experience and comparisons have been drawn on.
Languages
- An excellent command of one of the two official languages of the OECD (English and French), including high quality drafting ability in that language. A working knowledge of, or willingness to learn, the other language;
- Knowledge of other languages would be an asset.
Key competencies
- Very good knowledge of micro- and macro-economic theory;
- A good knowledge of the general techniques of econometrics and statistics and a familiarity with economic models;
- Knowledge of the economies of one or more member countries. Knowledge of the economies of one or more non-member economies would be an advantage;
- Ability to work effectively in a multicultural team;
- Ability to work under pressure and to meet strict deadlines.
