BACKGROUND
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Program includes protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. There are 4 main program offices in Somali region, one in Yemen, one in Kenya and one regional office in Nairobi. There are also non-operational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office. Currently there is over 75 DRC staff in the Mogadishu. The last two years have seen some growth in program size, but primarily there has been a growth in number of support and management functions demanding and required by the program offices, in order to maintain quality and accountability.
OVERALL OBJECTIVE
To be responsible over all livelihood activities; Business Grants, Cash for work, Vocational skill training and Revolving Fund Loans
KEY RESPONSIBILITIES
Under the direct supervision of Programme Coordinator in Mogadishu Area Office, the incumbent will be responsible for the following duties:
• Assist in programme planning by advising the Programme Coordinator on potential gaps in programme coverage or overlaps;
• Participate in drafting of working document guidance notes and other documents to inform programme planning and design;
• Review livelihood proposals to ensure compliance with implementation guidelines and policies;
• Identify potential Cooperating Partners (CPs) in liaison with local authorities, NGOs and community members;
• Assess the capacity of potential CPs in implementing Vocational Training interventions and evaluate their performance.
• Liaise and stay up to date with other agencies interventions in Livelihoods to ensure sound integration of DRC projects;
• Participate in field assessment missions;
• Review project progresses in a timely manner;
• Oversee the livelihood programmes and prepare monthly reports;
• Review and oversee timely submission of CP monthly reports for vocational training;
• Mentor Vocational and Cash for Work interventions on qualitatively and quantitatively monitoring;
• Ensure that issues arising from field missions are addressed and advise the programme coordinator on the appropriate action;
• Undertake field monitoring and on-site CP mentoring visits to ensure compliance with DRC guidelines and policies;
• Identify capacity building needs and assist management to plan for capacity building activities;
• Prepare weekly status reports and other reports as required;
• Maintain close relationship with relevant INGOs and NGOs and other stakeholders in the livelihood sector;
• Perform other related duties as required.
REPORTING ARRANGEMENTS
This Livelihoods Officer reports to the Programme Coordinator, Mogadishu.
QUALIFICATIONS
Education: University degree in Social Science, BA or a related field.
Experience: At least three years of experience in livelihood interventions in humanitarian/ emergencies.
Language: Fluency in both oral and written communication in English and Somali.
Knowledge: Experience utilizing computers, including word processing, spreadsheet or other Data analysis software packages. Knowledge of livelihood related trainings/ workshops would be an advantage.
TERMS AND CONDITIONS
Contract: One year contract (with 3 months’ probation period). This is a national position and open to Somali Nationals only.
Location: Mogadishu Salary: Salary is based on DRC Somalia national scale. This information could be obtained upon request.
