BACKGROUND
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Program includes protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. There are 4 main program offices in Somali region, one in Yemen, one in Kenya and one regional office in Nairobi. There are also non-operational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office. Currently there is over 75 DRC staff in the Mogadishu. The last two years have seen some growth in program size, but primarily there has been a growth in number of support and management functions demanding and required by the program offices, in order to maintain quality and accountability.
PURPOSE
To coordinate and support the preparation and implementation of annual and quarterly work plans including budgets allocation.
KEY RESPONSIBILITIES
Programme Delivery
• Responsible for all aspects of program cycle that include baseline surveys, project design, budget preparation and implementation of a high quality and accountable projects to beneficiaries.
Management
• Liaise with district authorities and Government Ministries in the Community Development (CD) areas. Supervise CDWs to ensure preparation of sound Community Development Plans through optimal community participation.
Capacity Building
• Train Community Development Workers (CDW) in community mobilization, project planning, implementation, monitoring and evaluation and financial management. Other relevant duties as directed by the Area Manager and/or Program Manager.
Furthermore:
• In the absence of CD manager, oversee field budgets and ensure they are strictly adhered to and that all supporting documentations for expenses are properly completed.
• Supervise the CDW to insure optimal development impact through participation.
• Assist the CDW to identify, formulate and implement Community Development Plans (CDP).
• Train DRC CDW in community mobilization, project planning, implementation, monitoring and evaluation.
• Asses the need for developing and/or utilizing other community development methods/tools that might benefit the program.
• In conjunction with the CD Manager, asses the need for, propose and arrange trainings (including on the job training) for the CDW.
• Co-ordinate CD activities within DRC Puntland (Bossaso, Gardo and Galkayo) as well as other agencies, in order to guarantee on overlapping between initiatives.
• Overall responsibilities for coordination with district authorities in the CD areas.
• Support preparation of monthly, quarterly, annual reports as per agreed format.
• Support baseline studies as well as output and impact assessment in collaboration DRC impact monitoring and evaluation unit, in order to provide information to insure sustainability of implemented projects.
• Asses and evaluate project proposals related to the CD work.
• Be the focal point for the beneficiaries’ complaints mechanism and ensure that complaints are dealt with through the appropriate channels.
• Other relevant duties as directed by the CD Manager or the PM/AM.
REPORTING ARRANGEMENTS
This position currently reports to the Area Manager, Mogadishu.
PERSONAL SPECIFICATIONS
Essential
• Minimum of 3 years experience in similar position or related field in an international NGO or UN agency.
• A Minimum of Bachelors degree in development studies or Public Administration or other relevant course.
Preferable
• Good negotiator in working with local NGOs and local authority
• Able to work under pressure;
• Initiative, sound judgment and dedication;
• Experience and willingness to work in the field;
• Excellent oral and written presentation skills.
• Fluency in English and Somali.
TERMS AND CONDITIONS
Location: Mogadishu, with frequent travel as required. This is a national position and open to Somali Nationals only.
Salary: Salary is based on DRC Somalia national scale. This information could be obtained upon request.
