CARE is seeking an experienced Tuunagne Construction Coordinator. S/he will oversees Construction and Grant activities of Tuungane Program in Maniema.These activities are related primarily to health (health centers, hospitals, administrative buildings, community treatment centers) and to water and sanitation systems (gravity-feed systems, springs), education (schools), transport (small roads, bridges) and business (markets). Responsibilities include design, implementation, fund and ressources management monitoring/evaluation and supervision responsibilities.The Construction Coordinator ensures that at each of these stages,Tuungane Program’s construction activities are of the highest quality possible, at the best value possible, involve communities and follow internationally recognized and nationally approved standards.In different scenarios, construction may be handled either by CARE teams or by contracted-out local NGOs and for-profit local businesses, through open tenders.
Based in Kindu (Maniema Province), the Construction Coordinator will be integrated into the Programme team under the supervision of Provincial Director for Maniema.
Responsibilities:
•Strategy: Become familiar with CARE Strategic Plan and CDR Tuungane Program philosophy;
•Implementation: For all infrastructures;
•Project Design, Monitoring and Evaluation;
•Human Resources Management;
•Grants & Budget Management;
•Representation and networking.
Required Skills:
•Extensive experience in implementing and managing rural construction/rehabilitation programs in Africa;
•Experience in capacity building activities planning and implementation for CSOs, NGOs and decentralized collective;
•Written and oral French;
•Strong organizational, interpersonal, and communication skills;
•Strong computer skills, MS Office;
•Monitoring and evaluation.
Desired Skills:
•Experience in budget preparing and management;
•Staff Management and Team building;
•Experience in working with international and national organizations and government agencies;
•Written and Oral English and Swahili;
•Monitoring and Evaluation;
•Autocad Software use.
