The Institute for Security Studies (ISS) is an independent, non-profit and applied policy research organisation with a focus on human security in Africa. Its mission is to conceptualize, inform and enhance the security debate on the continent through educational and research programmes. The ISS, headquartered in Pretoria, has offices in Addis Ababa, Nairobi, Dakar and Cape Town.
The Institute seeks to appoint a head for its proposed African Centre for Peace and Security Training to be established in Addis Ababa, Ethiopia early in January 2012. The centre will provide high-level training in African peace and security issues for mid-career diplomats, military officers, and civil servants from African foreign, defence, police forces and related justice ministries, as well as for members from international and non-governmental organizations engaged with African issues.
Training will be delivered in partnership with the Geneva Centre for Security Policy (GCSP) and will include provision for (1) specific courses on advanced security negotiations such as in preparation for the NPT review conference, negotiations on the proposed Arms Trade Treaty, as well as (2) ‘new issues’ such as management of post-election violence, maritime security and piracy, security responses to violent political extremism, understanding private security sector, etc. In addition, the training centre will (3) respond to specific needs for capacity building by international and development partners. A limited number of courses are funded and the successful candidate would be required to undertake additional fundraising.
Requirements:
· PhD Preferred.
· At least ten years experience in a research or policy environment.
· At least five years management experience.
· Expertise in curriculum and course development.
· An established research and publication record.
· Excellent financial, personnel management, communication, writing, presentation and networking skills.
· Track record in grant writing, fundraising and donor liaison.
· The Head of Peace and Security Training will need to work comfortably in both English and French: native-speaking ability in one and high professional competence – spoken, written, comprehension and aural, in the other – is strongly desirable.
The Centre will be part of the ISS offices in Addis Ababa and its new head expected to liaise closely with the ISS project partner, the GCSP in Switzerland.
Salary: Commensurate with experience and ISS internal salary structure.
