Heartland Alliance for Human Needs & Human Rights is a non-profit 501(c)(3) service-based human rights organization founded in 1888 and headquartered in Chicago, Illinois. It is the largest human rights organization in the U.S. and has been working for more than 100 years with globally displaced persons, which has connected Heartland to diaspora communities as well as to groups in their countries of origin. Today, Heartland provides solutions to health inequities through a combination of direct services and advocacy aimed at advancing human rights and health. Its mission states, “Heartland Alliance advances the human rights and responds to the human needs of endangered populations – particularly the poor, the isolated and the displaced – through the provision of comprehensive and respectful services and the promotion of permanent solutions leading to a more just global society.”

As its mission states, “Heartland Alliance advances the human rights and responds to the human needs of endangered populations – particularly the poor, the isolated and the displaced – through the provision of comprehensive and respectful services and the promotion of permanent solutions leading to a more just global society.” Heartland Alliance is one of the largest implementers of HIV/AIDS programs targeting MSM and other most-at-risk populations, with large PEPFAR-funded HIV projects in Nigeria, Ghana, Cote d’Ivoire and the Dominican Republic. In addition, Heartland Alliance is a global leader in LGBT rights and protections, working with grassroots LGBT organizations in over 30 countries in Africa, Asia, and the Middle East.
THE POSITION
Location: Abidjan, Cote d’Ivoire
Contract Period: January 5, 2011 – July 5, 2012 (6-month minimum duration)
Rate: Basic monthly living stipend (food, transportation and housing); International insurance (health and evacuation); Round trip transportation to Abidjan, Cote d’Ivoire
Heartland Alliance is currently implementing the Improving Prevention and Access to Care and Treatment in Cote d’Ivoire (IMPACT-CI) in partnership with grassroots organizations. Through these partnerships, Heartland Alliance is developing and implementing short, medium, and long-term strategies to improve health, rights and protections for highly vulnerable populations (HVP) in Cote d’Ivoire. Implemented with the support of CDC/PEPFAR and the Government of Cote d'Ivoire, Heartland Alliance's IMPACT-CI Project employs an empowering partnership model designed to be responsive to needs and concerns raised by HVP themselves. The goal of the project is to improve the quality and increase coverage of HIV/AIDS prevention and care services for highly vulnerable populations (HVP) in Côte d’Ivoire, namely female sex workers (FSW) and men who have sex with men (MSM). Key clinical interventions under IMPACT-CI are implemented by experienced and well-established clinical NGO partners in 15 sites in 10 urban/peri-urban centers with large FSW and MSM populations including Abidjan, San Pedro, Yamoussoukro, Bouake, Man, Daloa, Gagnoa, Abangourou and Bondoukou. In addition to working with clinical partners, IMPACT-CI works with FSW and MSM groups (formal and informal) in target cities to establish and support the growth of “population-identified” and HVP-led MSM and FSW associations. This unique model mobilizes HVP at the grassroots, increasing demand for clinical services, strengthening and expanding prevention outreach, expanding HIV testing and STI screening/treatment, and creating durable clinical-community linkages that will ensure strong HVP-focused programming long into the future.
Heartland Alliance coordinates with Government of Cote d’Ivoire institutions, notably the Programme National de Prise en Charge medicale des PVVIH (PNPEC) and the HVP unit of the Ministry of the Fight Against AIDS within the Ministry of Health. IMPACT-CI works with the government to improve and assess the quality of the medical services provided to HVPs, to complement national situation analyses, to update and circulate existing programmatic tools targeting FSW and to contribution to the creation of new tools targeting MSM. Heartland Alliance works closely with CDC/PEPFAR and PEPFAR implementing partners to harmonize and strengthen the effectiveness of existing monitoring and information management systems in support of the National Strategic Plan 2011-2015.
Key Responsibilities:
• Collaborate with Heartland Alliance/Cote d’Ivoire’s Country Director, M&E Director, and other senior staff to ensure rigorous monitoring and evaluation of the program, gauge progress against targets, and to assess outcomes and impact of programs;
• Contribute to research plans, needs assessments and situation analyses;
• Review and strengthen M&E tools and approaches, and contribute to ongoing harmonization with PEPFAR and national systems;
• Assist with data collection, and manage/organize data collected;
• Evaluate data with staff to identify trends, problems and opportunities;
• Document findings and capture key lessons learned to share internally and externally;
• Assist with monthly program updates, quarterly programmatic reports, and other programmatic reports and fact sheets;
• Update a training curriculum on M&E for NGO partner staff;
• Provide hands-on capacity building opportunities for local partners;
• Liaise with Heartland Alliance HQ to communicate finding and to ensure high quality, evidence-based approaches;
• Contribute to social media and other communications strategies;
• Initiate other projects/activities to utilize the Fellow’s skills and interests.
REQUIREMENTS
Education and/or Experience:
• Masters degree or higher in public health, international development, public policy, communication, or a related field. Applicants with experience equivalent to a Masters-level degree are also encouraged to apply.
• Experience in HIV-risk behavior change program design, implementation, and management of at least 5 years, preferably in situations involving MCP and HVP and in developing nations.
• Experience in public health study design and management and data analysis. Epidemiological or other HIV surveillance and mapping experience preferred.
• Developing country experience, particularly in HIV prevention and treatment.
• Demonstrated skills in sub-grantee management, coordination of technical assistance, stakeholder management, and liaising with relevant government agencies, international donors, and host country government.
• Experience with large CPC-funded program management is required, as is experience with PEPFAR or similar agencies.
• Demonstrated record of superb management, financial oversight, interpersonal abilities, and decision making skills.
• Demonstrated proficiency in English and French, both oral and written.
• Prior experience working in Cote d’Ivoire is preferred, but not required.
