The International Rescue Committee currently seeks a Gender Based Violence (GBV) Coordinator for its Democratic Republic of Congo program in South Kivu, based in Bukavu.
BACKGROUND With the headquarters in Kinshasa and provincial offices in Bukavu, Goma, Lumbumbashi, Kinsangani and Kananga, IRC is one of the largest humanitarian actors in the DRC. IRC has implemented a multi-sector program in East DR Congo since 1996, providing emergency support (water, sanitation, shelter, health, structural rehabilitation) to refugees, IDPs, and war impacted populations, as well as post-conflict programming through civil society development programs implemented in North and South Kivu, and northern Katanga provinces. These programs reflect IRC’s guiding principles of capacity-building, participation, partnership, protecting & promoting human rights and holistic programming.
GBV Program The IRC GBV program became operational in 2002 and is currently in its seventh year of programming in South Kivu province. The GBV program provides financial and technical assistance to up to 7 local NGOs and 25 community based organizations providing direct services to GBV survivors and affected communities in South Kivu. This project is implemented within 6 territories across South Kivu including a remote field site in Minembwe.
Job Responsibilities The GBV Program Coordinator is responsible for the on-going implementation, monitoring and management of the GBV program in South Kivu. S/he must ensure that all interventions are technically sound and appropriate in meeting the needs of GBV survivors and affected communities. S/he is responsible for managing a team of 12 staff including an expatriate project manager based in the field site of Minembwe. S/he is also responsible for improving the technical capacity of local partners in providing case management, medical, legal, and community re-integration services. S/he actively contributes to the development of additional GBV projects and ultimately supervises their implementation. The GBV Coordinator works in close collaboration with the GBV Coordinator in North Kivu and the GBV Advisor in Kinshasa.
RESPONSIBILITIES
o Oversee implementation of program, strategically managing budget, budget forecasting, reporting requirements, spending and work plans across grants. o Directly supervise the Bukavu-based GBV team and the GBV Program Manager in Minembwe. o Develop staff capacity building plans to actively promote staff development, and design, conduct and/or supervise training on GBV-related professional skills as well as on project management skills. o Ensure that the local NGO partners provide appropriate services resulting in high quality medical, psychological, legal, economic and other assistance. o Identify gaps in local NGO partner’s capacity, develop relevant training modules and conduct trainings to ensure quality service provision. o Ensure through a redesign process that all NGO partner project proposals are technically sound and appropriate; have clear objectives and project indicators that will allow reasonable measurement of partner’s achievements; that project budgets are realistic and coherent with proposed activities. o Ensure, with the support of the CSDU team, that all sub-grant projects are adequately monitored and are completed in a timely manner in accordance with all IRC and donor programmatic and financial protocols and regulations. o Ensure that the community based organizations identify needs and challenges facing survivors and other vulnerable women and girls in the community and receive appropriate trainings and inputs to respond to identified needs. o Promote linkages between the NGO and CBO components of the program. o Implement monitoring and evaluation system to document overall program progress achievements, based on the program logframe and ensuring that data is consistently and accurately collected. o Develop lessons learnt documents and tools to actively share best practices across the IRC DRC program and with other IRC country programs. o Collaborate closely with the Health Coordinator to provide advice and practical assistance to ensure that Health programs utilize standardized clinical management of sexual assault protocols, guidelines and policies as proscribed by the Ministry of Health and WHO. Assist the health program in ensuring that all sexual violence services are consistent with established best practices. o Develop effective advocacy strategies and tools for IRC and IRC partners on GBV issues. o Strengthen partner capacity for effective advocacy within their work. o Actively participate in joint national and international advocacy initiatives on behalf of IRC. o Promote inter-agency, multi-sectoral collaboration in GBV prevention and response in all IRC program sites and actively engage in GBV-related inter-agency coordination. o Actively contribute to the broader IRC DRC Strategic Planning Process and lead the design of other GBV projects and proposals, in particular with regards to the continuation of the GBV program beyond its current end date. o Ensure regular communication with the GBV Technical Advisor.
REQUIRMENTS MUST HAVE EXCELLENT FRENCH AND ENGLISH SPEAKING AND WRITING SKILLS o MA/S or equivalent in health (MPH), social sciences, humanities or other related degree preferred; overseas supervisory experience o Minimum of 2 yrs program management experience in developing country with GBV practice o Excellent management, project planning, organizational, interpersonal, and communication skills.
o Strong budget management ability, ideally with sub-grant award funding. o Experience working with capacity building of local NGOs and sub-grant award system o Academic and/or practical experience in designing and implementing training program for adults. o Community education/training experience desirable o Experience supervising staff in an international setting. o Must be able to work independently while being a strong team player. o Ability and interest to work with a multi-ethnic team in a culturally appropriate manner. o Strong computer skills: must be competent in the use of Windows, MS office programs (Word, Excel), email programs.
