The DR Congo CYPD Program is recruiting an Education Coordinator to lead the expansion and implementation of the Opportunities for Equitable Access to Basic, Quality Primary Education (OPEQ) Project financed by USAID. The OPEQ project aims to improve access to quality basic education for children and youth in three provinces in DR Congo. The Education Coordinator is based in Bukavu, South Kivu and will oversee and manage the implementation, monitoring and evaluation of program activities in South Kivu.
Scope of Work: The Education Coordinator will be responsible for the management of a team of local education staff. She/he will play a critical role in increasing the capacity of local staff to support teacher training, livelihoods activities for youth, and monitoring of community projects. She/he will report directly to the Deputy Director of Programs for Bukavu with technical supervision from the OPEQ Chief of Party.
Responsibilities: The Education Coordinator will be responsible for implementation, monitoring and evaluation of IRC’s Education Program in South Kivu Province in DR Congo. Specific responsibilities include: • Contribute to the strategic vision, planning and quality implementation of the OPEQ Project • Manage, monitor and evaluate implementation of the different project components for OPEQ in South Kivu, with technical support from the national OPEQ senior management team • Day-to-day management and supervision of a team of local education project staff, including recruitment, staff evaluation, and on-the-job orientation and training. • Responsible for program budget management and project expenditures in South Kivu and putting in place responsible accountability systems to ensure responsible and efficient project spending • Oversee the implementation of the OPEQ Project Impact Evaluation in South Kivu and North Kivu in coordination with research partners • Train and build the capacity of OPEQ staff and government partners in general management and in project-related education topics • Coordinate and liaise with local/regional education authorities, NGOs and other international partners including UNICEF on all education program activities • Contribute to the expansion of Education programming in South Kivu province, including assessments, proposal development and reporting as needed • Write regular reports on the implementation of project activities for both internal and external use. Contribute to quarterly donor reports to be submitted to USAID • Other tasks relevant to fulfilling the objective of the education programs in DR Congo
Requirements: • Masters degree (Education, International Relations/Development, Social Sciences , or related field) preferred • 3-6 years experience in implementing and managing basic education-related projects for children and youth , preferably with experience in conflict and/or post-conflict settings • Strong program planning, fiscal management, organizational and communication skills • Experience working in unstable/conflict areas • Supervision and training experience, specific experience training for local teams and local partners an asset • Teacher training experience or youth livelihoods development experience is an asset • Fluency in both French and English strongly preferred
Security Situation/Housing: The Education Coordinator will be based out of Bukavu. While security in Bukavu is generally calm, civil conflict is ongoing elsewhere in the Kivu provinces, and the area is considered unstable at times. Strict adherence to security guidelines is requested of all IRC staff. The CYPD Coordinator will be provided with comfortable shared housing overlooking Lake Kivu. This position is unaccompanied.
