consultants to submit applications for the consultancy aimed at (i) Drafting a Child Protection Policy for Somaliland
I.Background Cooperazione e Sviluppo (Cesvi) is a non-governmental, international humanitarian organization which is working in 30 countries throughout the world. In Somaliland Cesvi is implementing the EC funded child protection project: “Protection of the rights of children affected by the armed conflicts in Somaliland”. One of the objectives of the project is to facilitate Somaliland Government in developing laws and legislations on children rights. In line with Ministry of Labour and Social Affairs (MoLSA) annual working plan, Cesvi will support the draft and enforcement of a child protection policy. For this purpose Ministry of Labour and Social Affairs and Cesvi are seeking a qualified person who will organize meetings about the importance of a Child protection policy in Somaliland as well as who will practically draft the aforementioned policy. The consultancy will be supervised jointly by MoLSA and Cesvi.
II.Request for consultancy CESVI invites individual consultants to submit applications for the consultancy aimed at (i) Drafting a Child Protection Policy for Somaliland.
III.Objectives of the consultancy To support Cesvi and Ministry of Labor and Social Affairs in Somaliland in developing a Child Protection Policy framework for Somaliland
IV. Tasks/Work assignment 1.Meet the key stakeholders, mainly with Ministry of Labor and Social Affairs (MoLSA), Ministry of Justice, Ministry of Education and Ministry of Health, Somaliland Human Rights Commission and other governmental and non-governmental organizations involved in the child protection intervention. 2.Organize workshops, roundtables, gatherings to collect recommendations/feedbacks about the main contents of the policy. 3.Develop the policy framework in line with MoLSA recommendations and with outcomes of meetings and roundtables. 4.Organize a validation workshop after the draft of the policy.
V.Deliverables At the end of the consultancy the deliverables will be: 1)Drafted policy 2)Reports of meetings and outcomes of the each discussion. 3)Final comprehensive report comprehensive with all information, suggestions and lesson learnt.
VI.Qualifications •Advanced university degree and/or academic background in a social/legal sector; •Minimum 3 years work experience in child protection or at least child rights area; •Proven very good knowledge on child rights and current political and social trends and social reform processes in Somaliland; •Previous experience in developing/drafting policy and/or laws; •Proven very good communication skills to interact with government and community members; •High analytical and conceptual skills and ability; •Very good knowledge of Somali and/or English language; •Good knowledge of computer applications; •Ability to work within the international and multicultural environment.
VII.Reporting procedure/Supervision The consultant will constantly report to Cesvi Child Protection Manager with regular de-briefing to the MoLSA representative. The consultant will work on daily basis with Cesvi Child Protection Team.
VIII. Duration The exact duration of the consultancy will be decided upon the proposals included in the selected project. It is estimated that the consultant should complete its work within 2 months (early December 2011).
IX.Remuneration The consultant is required to submit a project proposal explaining the planned activities, timeframe and envisaged budget. The remuneration will be established considering several criteria such previous experiences, timeframe and knowledge of the Somali context.
Cesvi does not provide or arrange health insurance coverage for consultants, either accommodations and/or meals.
