National Consultant to Support the EU-UNDP Climate Change Capacity Building Project for Uganda

Background
UNDP and Government of Uganda’s experience in supporting sustainable development shows that the most important success factor in addressing Uganda’s social and economic challenges due to climate change is the alignment of activities/actions with national and local priorities. In this regard, the European Union is partnering with UNDP to support a Climate Change Capacity Building project with the aim of supporting Uganda’s climate change mainstreaming process, low carbon development, socio-economic and human development efforts in a changing environment.
Based on this, the project is providing a total of US$30,000 for a context-assessment exercise and project proposal formulation.
The context-assessment exercise has two symbiotic streams namely:
  • A stocktaking and review aimed at identifying previous and current strategy and policy documents, activities and projects, as well as engaged stakeholders climate and climate change related activities relevant to the implementation of the project. The stocktaking should encompass all relevant national activities, not restricted to UNDP or the host government.
  • Consultations with relevant stakeholders within government ministries and agencies; in key sectors of private industries; the domestic donor and development partners community; and civil society in relation to climate change.
  • The assessment exercise will assist the cross-sectoral and multi-skilled national team responsible for the preparation of the project proposal to: (i) conduct a systematic analysis of Climate Change relevant work including assessments, research and ongoing and previously carried out capacity building activities; (ii) identify gaps, lessons learned, capacity needs for among others in-depth studies; (iii) through stakeholder consultations, identify and validate priority areas, strategies and institutional arrangements for the project.
The context-assessment exercise will generate the information and process required for the preparation of the project proposal. More specifically, it will build a consensus among stakeholders on the most appropriate components and modules (Public Sector and Private Sector) for Uganda to pursue of GHG Inventories, NAMAs, LEDS, MRV and medium to long term adaptation strategies (NAPs) & NAPA implementation based on the menu-approach of the Global EU-UNDP Climate Change Capacity Building Programme.
On the basis of outcomes of the context-assessment, the consultants together with a Ugandan national team (taskforce) will formulate and submit a Climate Change Capacity Building Project proposal to UNDP through the Climate Change Unit (CCU), Ministry of Water and Environment, the project executing agency.

Duties and Responsibilities

Duties and responsibilities of the National Consultant

  • Support the International Consultant to prepare and present an inception report, draft project documents and final documents;
  • Support the International Consultant to provide technical advice to national/study team members and coordinate assessment activities;
  • Assist in the initiation and coordination of high-level stakeholder meetings and provide regular progress reports to EU-UNDP;
  • Conduct interviews and consultations with decision makers and technical staff in relevant national line ministries and target provinces to develop understanding of existing capacity or lack of capacity regarding development planning and technical issues related to NAMAs, LEDS, MRVs GHG inventory and climate change issues;
  • Support development and implement a capacity building programme for decision makers and technical staff in relevant national line ministries and target areas;
  • Support the International Consultant in the collection of baseline data on selected climate capacity initiatives in Uganda and relevant donor contributions;
  • Liaise with national team/specialists and government representatives to finalize detailed methodology for GHG climate change inventory, including baseline data requirements, choice of models, modeling periods, modeling scenarios etc.
  • Identify key GHG mitigation and adaptation options and rank them based on technical and economic viability, political acceptance and ease of implementation for Uganda;
  • Conduct a baseline survey and consultations with communities and civil society members to evaluate existing capacity of climate change-related issues including development impacts, costs and benefits and tradeoffs;
  • Support the Lead Consultant to develop a database system to collect and manage data on GHG emissions, NAMAs, NAPs, etc.

Expected outputs:

The following are the specific outputs of the assignment:-

  • An inception report;
  • A draft project proposal;
  • A final draft project proposal.
  • Duration, timing and reporting

The duration of this consultancy is 42 working days spread between October and December 2011.
The consultant shall be responsible to UNDP in consultation with the National Climate Change Unit.
The day to day reporting will be to the Climate Change Unit Coordinator
Technical backstopping and quality assurance shall be the responsibility of UNDP who will be responsible for approving the outputs.

Remuneration:

The Consultant’s payment shall be based on the financial proposal developed for this consultancy;
Payment shall be made in three installments of 50%, 30% and 20% as follows:-
The initial payment will be made upon submission of an inception report acceptable to the client. This will be made in five days with effect from signing the Contract;
The second payment will be effected upon submission of an acceptable draft proposal;
The final payment will be made upon submission of all final outputs, incorporating suggestions and recommendations from the Authority and/or the validation workshops;

Office space, logistics and transport shall be provided by UNDP in consultation with the Climate Change Unit.

Competencies

The Consultant should have excellent skills in policy review and formulation.

The Consultant should also have knowledge and practical experience in development policies and processes such as National Development Plans (NDPs), Poverty Reduction Strategy Papers (PRSPs), National Communications to the United Nations Framework Convention on Climate Change (UNFCCC) and National Adaptation Programmes of Action on Climate Change among others will be of added advantage.

Required Skills and Experience

The Consultant should have at least a Masters Degree in Climate Change related areas, with national level experience of at least 3 years in capacity building initiatives. He/she should have best practices knowledge and experience of capacity building.
