Consultant - Research on Poultry Value Chain

The purpose of this 30 month project is to implement the Growing Sustainable Business (GSB) initiative in Angola. The GSB seeks to broker public-private partnerships that enable the private sector to engage in specific pro-poor investment projects that are both, commercially attractive and address local development needs.
GBS contributes directly to the UN Development Assistance Framework for Angola through the outcome related to advocating for pro-poor growth and accountable macro-economic management aimed at the achievement of MDGs with the engagement of public and private stakeholders.
Scaling up the response to the MDGs challenge in Angola implies the development of a vibrant business sector that creates jobs and livelihood opportunities for the poor, and provides affordable goods and services that help improve the welfare of the poor.
The GSB project will focus on the pro poor sector. Doing business with the poor includes them in the marketplace, a critical step out of poverty, while for entrepreneurs and firms it drives innovation, builds markets and creates opportunities for growth.
One of the most noticeable tendencies in development thinking, in the recent years, is the recognition of the central role that the private sector can play in reducing poverty. The business sector is the main factor of economic growth. It can alleviate poverty by creating jobs and income opportunities for the poor. It also empowers the poor by providing products and services that contribute to improving the quality of life for the poor.
Private sector can contribute to human development by a) meeting poor people’s basic needs, by helping them become more productive, by increasing their incomes and by empowering them. Business with the poor can be profitable and can lay the foundation for long term growth by developing new markets, fostering innovation, expanding the labour pool and by strengthening value chains.

Duties and Responsibilities

Objective:
The aim of this assignment is to advise the GSB Program on priority potential value chains for GSB projects in agribusiness industry in Angola. This will be carried out through desk research and selected missions. GSB will procure a consultant to carry out this task, which will work with GSB and local Government and the Angola Poultry Association to carry out the value chain studies for poultry industry. The current document describes the terms of reference for the consultant that will work with GSB.
The consultant will analyze the locations (provinces) through desk and field research and make recommendations to GSB Project about which ones hold the most potential for poultry production related to soybean for feeding.
The activities described in this Terms of Reference will be carried out in close collaboration with GSB staff from both the Government and the Angola Industry Association. The duty station of the consultant will be the UNDP-GSB Angola office. This assignment requires substantial travel to the potential soybean production provinces. The work of the consultant consists of both desk research and fieldwork, as described below.
Work Plan:
Item 1: Desk Research
Market analysis and value chain mapping
In collaboration with the GSB team members and the soybean value chain consultant, the poultry value chain consultant will assess the market drivers for agro industry and agribusiness in Angola and the structure of the poultry value chain. The consultant will focus on three elements of the supply chain analysis:
  • The key players in the value chain and how they interact.
  • The degree to which supply chain pressure is targeting agribusiness issues relative to other potential areas of concern (e.g. environmental sustainability, community development, smallholder poultry farms, etc.) and whether or not there is a business case for inclusive markets.
  • Nodes of the supply chain where the pressure is most acute (e.g. food processors vs. farms) and where a GSB project could most feasibly operate.

Buyers Survey:
Along side the assessment, and in collaboration with GSB team members, the consultant will conduct a buyer survey among relevant local buyers to explore the business drivers for improved standards in agribusiness. The survey will determine: i) how chicken buyers try to enforce inclusive markets and environmental standards in their supply chains; ii) how local production of poultry and environmental standards compare with other competitive factors such as price, quality, and delivery time; iii) buyers’ view on production systems and environmental issues in agribusiness in Angola and constraints, problems, and improvements to be achieved compliance with these standards; and iv) in which provinces the local chicken buyers recommend that GSB establish a project and how they recommend the Project collaborate with ongoing environmental initiatives. The consultant will prepare a brief report with the findings of this survey.
Cost Benefit Analysis:
  • The consultant, in collaboration with GSB team members, will conduct a cost/benefit analysis of compliance at different points in the supply chain, of poultry producers, processors, local traders and buyers. The consultant should also include any other important players identified throughout the scoping process.
  • The consultant should identify who pays for the various costs and to what extent they are shared among buyers and suppliers and what the benefits are and who is primarily benefiting. Costs and benefits may include technology, human resources and infrastructure upgrading, human development, auditing/monitoring, and certification, among other things.
In undertaking this work the Consultant will:
  • Review the literature on poultry production standards and corporate social responsibility in global agribusiness supply chains, with particular attention to Angola.
  • Become thoroughly familiar with the GSB Project, its tools and operational model, including criteria for selecting new products and markets.
  • Consult with other relevant UN related agencies programs, including the Angola Enterprise Program (AEP) and Decentralization and Local Government Program (DLG) as well as World Bank to identify any complementarities and opportunities for joint implementation.
  • Conduct key informant interviews as needed.
Item 2: Fieldwork

Based on initial research and consultation with GSB, the consultant will travel to the selected provinces.
The objectives of the field work are the following:
  • Conduct a “reality check” on findings of desk research, in terms of the market drivers and costs and benefits.
  • Conduct more thorough stakeholder analysis with the following key private sector groups. Analysis should include the level of priority that the stakeholders seem to place on poultry value chain development; their capacity to engage in a multi stakeholder initiative; and their representativeness within the poultry industry.
  • Suppliers
  • Trading companies
  • Processing facilities
  • Poultry industry associations
  • Local buyers
  • Other key stakeholders as needed

Solicit feedback from key stakeholders about the possibility of new products and markets in the provinces. Manage expectations and seek more information on the sector and the relevant poultry industry issues at each node in the supply chain.

Item 3: Strategic Workshop

After the initial desk research and fieldwork are completed, a strategic one day workshop will be held in Luanda to discuss the scoping results and to take a decision on whether or not GSB should proceed in poultry development value chain and if so, which provinces it should operate in. This workshop will include GSB Steering Committee, AEP, and DLG Program staff. The consultant will be expected to attend this workshop and assist in its organization.
Item 4: Final Report

Following missions and if a decision is taken to proceed with the GSB Project in poultry industry, the consultant will revisit and refine initial analysis in order to prepare a final report and strategic plan. The report and plan will include the following elements:

  • All elements of initial desk research, with the added input of the results of the fieldwork and strategic workshop.
  • Analysis of key stakeholder’s commitment and capacity to engage and the approximate cost/benefit of their engagement.
  • Analysis of how GSB would need to be adapted to better reflect the nature of the poultry value chain in the particular provinces and supply chain nodes that are being recommended for further exploration. This analysis should also include recommendations as to how the program can have an impact in the formal market.
  • Identification of joint-implementation opportunities with other UNDP programs and projects.
Timetable (estimated)

Work for this project will commence in October to November 2011. This assignment will last approximately 40 working days, including desk research as well as in-country stakeholder consultations.

All intellectual property rights arising from the execution of these Terms of Reference are assigned to UNDP/GSB according to the grant agreement. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written authorization of the UNDP/GSB.

Required Skills and Experience

Education:

  • Masters degree in business, international development, or related field.

Experience:

  • Minimum 10 years of work experience and at least 1 year experience in value chain analysis and corporate social responsibility, preferably in agribusiness, and should be broadly familiar with issues related to global supply chains, particularly poultry and agribusiness supply chains.
  • The consultant should also have experience in conducting market and/or firm research.

Language:

  • Excellent oral and written communication skills are required.
  • Fluency in English required.
  • Ability to communicate in Portuguese preferred
