BACKGROUND INFORMATION:
The United Republic of Tanzania is in the process of undertaking the fifth Population and Housing Census (PHC) in August 2012. The United Nations Population Fund (UNFPA), in collaboration with other UN agencies and development partners, most notably DFID (Department for International Development, UK) is supporting the Government in conducting this PHC in accordance with scientifically and internationally recognized standards and procedures.
Results of this population and housing census will be used for development planning for raising the standard of living of the population of this country, good governance and maintaining equity and equality among all subgroups. The planning and execution of the 2012 Housing and Population Census will be done by the National Bureau of Statistics, in collaboration with the Office of the Zanzibar Chief Government Statistician.
It is against this background that the services of a Technical Adviser are being urgently required starting from period 05 January 2012, for a period of two years.
In line with UN/UNFPA policies and guidelines, and in full harmonization with internationally established standards and recommendations for census undertaking, UNFPA will recruit a Technical Adviser to support the Government in the implementation of the census. The Adviser will provide vital technical inputs to all activities pertaining to census operations throughout all stages of the process. ORGANIZATIONAL STRUCTURE:
The Technical Adviser post will be located in Dar es Salaam, Tanzania and will be under the overall guidance of the UNFPA Representative and direct supervision of the Deputy Representative. S/he will regularly be advising and guiding the census process and ensuring that any challenges are quickly identified, raised to management and also provide recommendations for measures required to ensure census process continues to move forward in a timely manner.
In addition to senior management, the UNFPA CO, has a team which works in the Population and Development area including the census. The team comprises an Assistant Rep (under recruitment), 2 programme officers (currently one is vacant) and one Programme Associate as well as one support staff . The Adviser will work closely with this team.
DUTIES AND RESPONSIBILITIES:
Specifically, the Adviser will undertake the following main responsibilities: • Provide overall support for the timely implementation and management of the 2012 Population and Housing Census Project • Provide technical support and guidance in all aspects of census operations to ensure quality preparation for the 2012 census, specifically: . • Work with the CO to advise the NBS on the implementation of a comprehensive procurement plan to facilitate timely acquisition of the required equipment and materials for the 2012 census; • Advise the NBS on the implementation of the census plan and resource mobilization, including the quality control plan. • Support the NBS in planning, organization, execution and management of training of census field staff and monitoring of census activities. • Identify technical assistance needs and assist in coordinating relevant technical support from the UNFPA country office, development partners and other agencies, as and when required. • Assist in the development of appropriate training programmes and recommend relevant advanced training for NBS/; OCGS personnel and impart on-the job and other training. • Collaborate with data processing staff of NBS in preparing plans for data processing in terms of number of staff, training and equipment • Follow-up on data capture and processing of census data for quality control and technical standards • Prepare and submit to the UNFPA Representative, four monthly progress reports and other ad hoc reports as may be required, within the period of service. • Undertake any other tasks relevant to the 2012 Census as may be required by the UNFPA Representative.

FUNCTIONAL COMPETENCIES:

QUALIFICATIONS:
• Advanced University degree or PhD in Statistics, Demography, Population Studies, Social Sciences or equivalent • Ten years relevant experience in the field of population censuses, • Proven experience in supporting Population and Housing Censuses in a developing country, experience in Sub Saharan Africa an asset • Demonstrated proficiency with the design and implementation of quality control procedures for large-scale population-based data collection operations • Experience in providing on-the-job training in data analysis, and report writing • Experience in the dissemination of census data and socio-demographic analyses to broad audiences as well as in motivating the utilization of data and results in development planning and policy issues; • Knowledge and experience with census data processing software (CSPro, REDATAM), demographic data analysis (Mortpak, Pas), statistical packages (SPSS, STATA) and projection programs (People, Spectrum, RUP); • Excellent communication skills especially for transfer of knowledge. • Fluent in English (reading, writing and speaking) and knowledge of Kiswahili is an asset.
