Background
Youth is a critical transition period from childhood to adulthood when young people evolving capacities provide important yet often ignored opportunities for positive engagement in their communities and societies. The age for youth varies from country to country and context to context. The African Union Youth Charter defines youth as every human being between the age of 15 and 30 years and this is in line with the definition adopted by the United Nations and Ministry of Youth, Sports and Recreation in South Sudan.
The rationale to invest in youth in South Sudan is clear. Young people between the age of 15 to 30 years constitute about 40 per cent of the total population of South Sudan currently estimated at 8.2m. Given that 70% of the population is under the age of 30 , the number of the youth is expected to increase rapidly in the next few years, implying the strategic significance of investing on the youth at this time.
Moreover, the youth have no well-established organizational structures, networks and forums to air their voice, make policy and advocacy dialogue in a coordinated and sustainable manner. Their participation and contributions in media, peace development and good governance is quite limited.
In order to address these issues, UNICEF South Sudan is implementing the Youth Lead project focusing on aged 10 – 24 vulnerable adolescent and youth in 6 hard to reach counties in 3 states (Eastern Equatoria (Budi and Eastern Kopeata), Jonglei (Wuror and Nyirol), and Upper Nile (Nasir and Ulang).
There are five major components in the project including youth voices in peace and governance, which is significant .
Communication component in the project:
It aims to provide opportunities for young voices to be heard in society and in the media. The youth will be engaged as leaders in the process of peace building, and dialogue and advocacy for peace. Youth will be trained on basic journalism skills and in peace concepts. Youth groups and networks will be established or strengthened, and trained to undertake gender-responsive dialogue and advocacy on the needs and interests of young people.
Partnership
The project is intended to be implemented in partnership with relevant line ministries, INGOs, CBOs and UN Agencies in collaboration with Youth LEAD Management Committees from national to payam levels.
Justification
The activities under communication have been delayed due to a number of reasons owing to insecurity, accessibility, lack of infrastructure and organised networks in the focus counties. In addition, the communication component needs to move in line with the other components which are only progressing gradually too. Therefore, only a few communication activities have been implemented in 2011. In order to kick start implementation, an experienced communication consultant is required to be on board for a period of 5 months starting 1st week of March 2012.
Scope of work
- Support the coordination of all the key communication activities. a. Work closely with stakeholders to establish formation/strengthening of at least 20 youth groups in selected counties. b. Identify local partners for the training of youth advocates and artists through peer education. c. Coordinate and provide technical inputs for the production of at least 60 radio programmes and youth related performances (road shows etc.). d. Support the completion of capacity building to at least 75 youths in journalism, media and other relevant vocational skills. e. Provide technical inputs to organisation of youth forums and workshops for key states. f. Coordinate the development of training and IEC materials. g. Develop monitoring framework for the communication intervention.

Reporting
The Communication Consultant will report directly to the Chief of Communication and work closely with the Communication team. The position is based in Juba, with frequent travel to the selected 6 counties of 3 states.
Expected Deliverables
• At least 25 radio programmes and 10 youth related performances are completed. • 10 youth groups are established/strengthened in the counties. • Partnerships with media association and NGOs are completed with at least 3 capacity building training conducted successfully. • Monthly progress/monitoring reports from the focus states. • Monitoring framework for the communication component.
Desired background and Experience
• Advanced university degree in C4D, social sciences, or its equivalent with a strong background working with youth and communities. • Should have good communication and analytical skills. • Should have good knowledge and experience of youth programming, particularly in conflict settings. • A good knowledge of Monitoring and impact assessment of communication response is essential. • At least 3 years’ experience in the relevant field with specific skills in youth related interventions • Fluency in English and ability to write concise proposals and reports • Knowledge of the local languages is an added asset
