Save the Children UK in Kenya works in the North Eastern Province (Dadaab, Wajir, Eldoret and Mandera) with Programmes in Child Protection, Nutrition, Education, WASH, Livelihoods and Health.

1. Child Protection Manager – Dadaab Area Office

Job Purpose

The position is responsible in managing the implementation of Child Protection Programme activities in the area.

Represent and advocate for SCUK work and organizational priorities in child protection with a wide range of external parties including government representatives, communities, donors, UN and other humanitarian agencies operating in the area.

Provide leadership and guidance to the programme team.

Key Accountabilities
  • Manage all aspects of the implementation of child protection programme in the area including the UNHCR Best Interest Determination process and ensures the quality of child protection programming and adherence to best practice standards for the sector.
  • Ensure coherence of programme activities with SC UK’s national programme approach for Kenya through linking programme activities to the organisation’s global strategy.
  • Monitor programme activities in the operational area and assess their ability to fulfil the requirements of approved SCUK Thematic and Annual Operational Plans.
  • Overall management responsibility and capacity building for all Area Office Child Protection staff.
  • Monitor and support Child Protection staff in implementing SCUK project management systems and guidelines to ensure the smooth implementation of approved activities.
  • Assist Programme Team Leader in identifying technical support required from the Technical Advisors in the implementation, monitoring and evaluation of programme activities.
  • Identify, analyse and engage in advocacy opportunities to influence key donors’ plans and policies to promote attention to and sufficient resources for raising awareness on the Humanitarian Codes of Conduct and the IASC Action Plan to prevent the sexual exploitation of women and children.
  • Participate in (or influencing the development of) key working groups, especially those associated with current emergency responses, through close liaison with Government, SC Alliance, UNICEF and other UN agencies, NGO partners, children’s organisations, and other appropriate partners.
  • Oversee and ensure effective budget management through close monitoring and reporting on financial information.
  • Identify opportunities for development of CP programmes where SC UK is in a position to contribute to child rights in the area and participate in the development of a more comprehensive child protection programme in Kenya.
  • Participate in mid-term or final evaluations and ensure lessons learnt contribute to the development of future CP programme work.
  • Participate in and strengthen interagency coordination on child protection, leading and guiding the agenda and ensuring that the critical protection needs of children are profiled.
Person Specification
  • At least Masters Degree social work/social sciences or equivalent.
  • Minimum of five (5) years relevant work experience in child protection programmes.
  • Previous experience of managing a child protection programme in a complex emergency context.
  • Strong planning and organisational skills to meet programme goals.
  • Experience of managing the programme cycle, including assessments, proposal and report writing, monitoring and evaluation.
  • Strong background and experience on child protection issues, including work with at-risk and vulnerable children.
  • Solid knowledge base and practical experience in community based child protection approaches, including experience in participatory approaches (PRA/PLA) and child participation methodologies.
  • Strong experience and skills in management of staff from different backgrounds.
  • Experience in building relationships, fostering interagency coordination and experience of representing an organisation to external parties.
  • Strong self starter, able to set up and manage child protection programmes.
  • Experience in working in an insecure and politically sensitive environment.
  • Commitment to Save the Children’s Child Protection Policy
  • Strong computer skills, including the use of email and the internet.
  • Understanding of East Africa and the dynamics of the conflicts in the region.
  • Experience of implementing the Interagency Database for Unaccompanied and Separated Children and UNHCR BID process.
  • Experience of rolling out the Action on the Rights of the Child (ARC) training series.
  • Experience of rolling out Child Protection Policies within organisational structures.
2. Human Resources Coordinator – Dadaab Area Office

Job Purpose

The incumbent will coordinate all human resources requirements/activities in the Dadaab Area Office and ensure compliance with Save the Children (UK) human resources and administration policies and practices and in line with the law.

Key Accountabilities
  • Ensure up-to-date personnel records are maintained according to organizational best practice and compliant with both organizational policy and the appropriate local legislation.
  • Update and maintain the organizational chart.
  • Manage disciplinary and grievances issues
  • Support in & Conduct HR Field Audits and liaise with all sectors to ensure implementation of audit findings
  • Facilitate evaluation of induction processes and monitoring effectiveness of the induction process and feedback to line managers and Area Manager.
  • Ensure compliance with all relevant Save the Children policies and procedures with respect to child safeguarding, health and safety, security, employment equal opportunities and other relevant policies.
  • In conjunction with line managers ensure that all staff understand and observe the Child Safeguarding Policy and Code of Conduct
  • Manage Area staff employment contracts records; liaise with the Area Manager to ensure timely renewal.
  • Facilitate and Administer staff medical insurance, ensuring employee insurance eligibility list is current.
  • Provide support to line managers and staff on objective setting, performance development plans and performance review therefore ensuring that it is happening in a timely and effective way.
Person Specification
  • Undergraduate degree or Higher Diploma qualification in Human Resources Management
  • Minimum three years experience in a similar role
  • Good knowledge and experience of generalist HR issues, including compliance with employment laws, interpretation and application of policies and procedures with a strong bias to compliance and quality
  • Solution-focused and confident in operating within a dynamic and fast paced environment/team.
  • Excellent communication skills (verbal and written), with the ability to provide clear and effective advice on a range of HR issues.
  • Strong team player, collaborative, and capable of building effective relationships across all levels
  • Proficiency in Microsoft Office products (Word, Excel, Outlook, powerpoint) and ability to use the Internet to obtain data and reference material.
  • Comply with the requirements of Save the Children’s Child Safeguarding Policy and other Global Policies

3. Report and Proposal Co-ordinator - Readvertisement

Job Purpose

The Incumbent will monitor the timely submission of quality reports and proposals to donors.

S/He will support Senior Management Team members and Technical Advisors to plan for upcoming calls for proposals and reporting deadlines. Where necessary the co-ordinator will serve as primary writer for the development of proposals and reports.

S/He will be based in Nairobi, with travel to field offices in Kenya as required.

Key accountabilities
  • Work with Grants and Finance Department to develop a reporting timeline tracker for each funding source with roles and responsibilities of the relevant staff for the development of reports clearly defined.
  • Ensure processes to remind and trigger report preparation for field and HQ staff are in place.
  • Maintain details of reporting format and requirements for all donors.
  • Ensure the appropriate Technical Advisor has reviewed the narrative and that the budget submitted correlates with the activities described in the report.
  • Working closely with the Grants Manager, You will ensure the Proposal pipeline tracker is regularly updated (minimum monthly). For each potential proposal or concept submission work with Operations and Programme Quality Departments to develop a lead and timeline for proposal development and submission.
  • Work with Operations and Finance Departments to review the programme tracker and identify upcoming funding gaps in good time.
  • Work with Technical Advisors (TA) and the Programme Quality Manager (PQM) to identify proposals and concepts required from thematic plans. Ensure that at least one ‘off-the-shelf’ proposal is ready for submission from each thematic area at any time.
  • Gather information from TA’s and other relevant team members, assessment teams and sitreps and other relevant sources necessary for drafting proposals. Ensure all other background financial and administrative information is updated to support proposal submission.
  • In conjunction with the Operations Director and Emergency Manager ensure standard emergency proposals are in place as part of the Emergency Preparedness Planning process – both within and outside of SC current operating areas.
  • Create and maintain a list of existing and potential donors, contacts and their specific funding strategies, sectoral preferences and deadlines for proposal submissions.
  • Track the timely preparation of all proposals in the pipeline and ensure “quality control” checks on all submissions to ensure appropriate consultation as per Programme Management Guidelines.
  • Support Grants manager in the negotiation of project commencement and conclusion, budget and payment schedule, reporting dates and requirements with donor or Save the Children member.
Person Specification
  • Demonstrated experience of writing winning proposals for different key institutional donors and Save the Children Members.
  • Demonstrated experience of reporting and proposal development in the Save the Children’s global areas: Child protection, Health & Nutrition and food Security & livelihoods.
  • Understanding of donor compliance and key SC reporting procedures.
  • Good negotiation, communication, decision-making and interpersonal skills and ability to work as part of a team.
  • Good interpersonal, reporting writing, organisational skills, time management and ability to meet deadlines and work under pressure
  • Budgeting experience
  • Training in key donor reporting rules and regulations e.g. ECHO, EC, DFID, OFDA
  • Fluent in Somali and Kiswahili
4. Partnership and Capacity Building Coordinator – Nairobi based

Job Purpose

The Incumbent will work in collaboration with staff in SC country programme to develop and implement SC strategies for local capacity strengthening and the institutionalization of SC partnership principles.

He/she is responsible for advancing agency-wide capacity strengthening strategies including the assessment and improvement of SC and partners, the analysis and documentation of lessons learned, and overall support in staff capacity strengthening.

Key Accountabilities
  • Provide support to Save the Children in partnership and capacity building to build the effectiveness of partners and SC to work with children
  • Coordinate implementation of agency wide learning processes in partnership and capacity building
  • Develop standardized approaches and best practices in selecting and building the capacity of local partners
  • Gives guidance in assessing partner capacities
  • Develop and disseminate knowledge assets in support of partnership and capacity building, including but not limited to guidelines, tools, case studies, etc.
  • Support Nairobi and field staff in the development of comprehensive plans and materials for the incorporation of local capacity building in each sector
  • Develop and identify optimal capacity building tools and methodologies. Disseminates and promotes their utilization by SC staff.
  • Support the country programme to identify national and regional institutions and experts in capacity strengthening
  • Monitor and evaluate partnership and capacity building activities and initiatives
  • Give input and support to SC UK strategy particularly pertaining to integrating partnership and capacity building into sectoral and multi sectoral approaches
  • Support partner organizations in complying with the child safeguarding policy and the Code of Conduct for Save the Children staff (organizing trainings, monitoring and offering guidance when needed)
Person Specification
  • A holder of a degree in social sciences or any related field with specialization in organizational development is strongly preferred
  • Demonstrated experience in developing, coordination and appreciation of the types of partnership, relationships, the situations to which they are suited, the benefits they offer to all partners, and the qualities that support their success.
  • Experience in networking, coordinating, cooperating, collaborating and capacity building with local organizations.
  • Thorough knowledge of best practices in capacity building with demonstrated experience in integrating this theme into multi-sectoral programming.
  • Demonstrated experience in monitoring and evaluating partnership and ability to transfer knowledge to diverse audiences through participatory adult training, mentoring, distance education and other formal and non-formal methods.
  • Strong interpersonal, communication and facilitation skills.
  • Ability to work well in a diverse, multi-cultural team setting.
  • Ability to work effectively under pressure and to organize and prioritize a variety of initiatives.
  • Demonstrated experience in managing/working with partners implementing multi-sectoral programmes in fairly unstable contexts.
  • Willingness to travel up.
5. Safety and Security Coordinator (Roving and Training)

(8 months contract with possibility of extension)

Job purpose
  • Act as the security training focal point, conducts surveys of SC security training requirements in the Kenya Program.
  • Develop and deliver detailed security training packages tailored to the needs of SC staff operating in Kenya which shall include, focused contingency preparedness training, basic communications training, , basic duties of a guard force training, among others.
  • Act as a safety and security Focal Point as and when required as well and Manage all training equipment and stores as required.
  • Manage the delivery of external security training courses and workshops in SC Kenya Programme including elements of direct involvement in planning, convening and delivery of training.
  • Keep up to date with developments in training methodology and security issues in humanitarian relief.
  • Liaise with humanitarian relief agencies and others to ensure that the security needs of SC are understood and met and the training programmes are reflective of the needs.
  • Establishing capacity development plans for the security focal points and actively engaging in individual plans.
  • Monitoring and evaluation processes, by ensuring the collection of completed participants course reports and completion of a training report
Person Specification
  • Bachelors Degree in personnel Management or related field in Security/Safety Management
  • 2 years of experience in a Security/Safety training environment
  • 2 years of experience in a Humanitarian or Civil Emergency services
  • Strong interpersonal and communication skills and the ability to clearly convey information
  • Team player with strong planning, organizing, analytical, facilitation and coordinating skills
  • Proactive, innovative and able to initiate action
  • Proven presentation and facilitator skills
  • Proficiency in computer application;MS Office
  • Fluency in written and spoken English and Somali languages
  • Ability to work under minimal supervision and high level of flexibility
  • Ability to establish training requirement and detailed training matrix
