Background to the Position:
TVEP’s two Trauma Clinics, based at one Regional and one District hospitals, coordinate the provision of health, psycho-social and information services to all clients reporting there.
The Access to Justice team provides legal oversight for all cases reported at the Trauma Centers, case management for those cases proceeding to court, identifies and addresses any human right rights violations or systematic failures, and conducts advocacy and lobbying where necessary.
The primary purpose of this position is to coordinate and manage these two sectors, ensure the efficient and effective provision of services, and ensure the effective management, through to an acceptable conclusion, of human rights abuses reported to TVEP.
Main duties:
- Ensure that both the Trauma Centres and Access to Justice teams deliver in accordance with the requirements of their funding partners, Management and the Board of Trustees;
- Ensure effective forward planning, monitoring and evaluation of services and a high standard of service delivery to all clients;
- Oversee and manage all advocacy and lobbying activities on behalf of the organisation, with a focus on accountability monitoring of State Service Providers;
- Ensure effective and sustained communication and coordination with stakeholders and partner organisations;
- Implement effective administrative systems that meet the needs of the M&E Cluster and ensure the timely capture and analysis of data, and conclusion of cases;
- Manage the budgets for the AtJ Cluster and Trauma Centres;
- Ensure that all AtJ & Trauma Centre staff and volunteers are adequately capacitated and conduct annual performance appraisals on AtJ & Trauma Centre staff;
- Ensure that the highest standards of ethics and integrity are inculcated within the AtJ Cluster and Trauma Centres;
- Produce project reports and funding proposals, in English, of a standard appropriate for submission to donors and stakeholders;
- Develop Memoranda of Understanding with all TVEP’s stakeholders, to act as “tools” for accountability monitoring;
- Oversee the provision of basic Human Rights training, guidance and support to all clusters in need of such;
- Provide mediation services for TVEP as and when required;
- With reference to a qualified attorney, provide the TVEP board of Trustees and Management Committee with legal advice and guidance as and when required; and
- With reference to a qualified attorney, ensure TVEP’s compliance to the laws of South Africa in all matters pertaining to the operation of the organisation.
Reporting line:
The Sector Manager reports directly to the Programme Director, and is line Manager to the Access to Justice Manager (with a team of 6) and the Trauma Centre Administrator (with a team of 17).
Qualifications:
- A degree in Law, preferably preferably in a field of Human Rights or similar;
- A minimum of two years working experience in the field of Human Rights or within the NGO sector;
- A minimum of two years working experience at Leadership or Management Level.
Preference will be given to those with previous experience in health or psycho-social services, or with experience working with victims of sexual assault, domestic violence, child abuse and/or HIV/AIDS.
Skills:
These will ideally, but not exclusively, include:
- A high standard of written and spoken English;
- The ability to undertake and write a comprehensive funding proposal and project report;
- Excellent communication skills, with knowledge of social media;
- Can establish effective relationships with stakeholders;
- Can set clear objectives, plan activities and their sequence well in advance and manage their own and others’ time effectively to achieve these;
- Attention to detail and an eye for written and numerical accuracy;
- Strong analytic skills, with the ability to identify key issues and to apply logic and initiative to make recommendations;
- Decision making and leadership skills, with a high sense of responsibility and accountability
- Computer literate and well organised with sound administration and filing skills
- The ability to understand and/or be conversant in tshiVenda and/or Tsonga
- A valid drivers license
