BACKGROUND

CIDA-funded internships The Canadian International Development Agency (CIDA) funds an annual placement programme - Young Professionals International (YPI). As a part of the this programme, CIDA has entered into a Contribution Agreement with the Secretariat of the Youth Employment Network (YEN), Switzerland and Global College, Canada and the to place 5 Canadian “YEN Associates” in YEN/ILO country offices. The five countries where Associates will be hosted are Kenya, Morocco, Ghana, Indonesia and Tanzania. The programme will be run annually over a 3 year time period: 2011-2013.

Youth Employment Network The Youth Employment Network is an interagency partnership of the International Labour Organization, United Nations and World Bank working to engage, educate and motivate actors to provide improved employment opportunities for youth. YEN was created in 2002 following the Millennium Summit which identified youth employment as priority for the global development agenda. In 2008, YEN went through a major revision of its intervention strategy, dedicating itself to providing more demand driven services to its Network and committing itself to higher accountability towards its stakeholders. The result of this revision was the division of YEN’s work into 4 major workstreams: (1) Advisory services through YEN’s Lead Country Network, (2) Capacity building on rigorous evaluation through YEN’s Evaluation Clinic, (3) Innovation through the Youth-to-Youth Fund and (4) Partnership development through an online portal called the YEN Marketplace.

YEN’s primary role in the Programme is to provide Associates with context and backstopping on the youth employment issue. YEN will be the main interface with host country institutions, assisting in aligning Associates work with priorities of the host institutions and transferring learnings to the wider YEN Network.

Global College The University of Winnipeg Global College fosters global citizenship and engagement in human rights through interdisciplinary teaching, research, dialogue, and action in local and global communities. As an action-oriented, interdisciplinary forum for bringing students and community members into contact with local faculty, visiting scholars, local leaders and notable speakers from around the world, to discover their role within the local and global community, Global College provides a range of global citizenship programming for its affiliated students, beginning in secondary school, reaching beyond university graduation. Global College’s will act as primary administrator for the Programme, responsible for recruitment, ensuring that Associates are trained and prepared for their placements and travel and salary arrangements are made. Global College will also lend its education expertise, facilitating learning among Associates and ensuring this learning is shared with a broader Canadian audience.

International Labour Organization – Subregional Office The ILO Office for East Africa covering the countries of Tanzania, Kenya, Uganda and Rwanda was established in Dar es Salaam in 1962. Since then, the ILO has undertaken technical cooperation projects in a number of areas related to its mandate in close cooperation with the umbrella organizations for employers and workers, and its affiliates.

The Youth Entrepreneurship Facility (YEF) is based at the ILO area office in Tanzania and through offices in Kenya and Uganda with the YEN providing valuable support in terms of evaluation, youth participation and knowledge sharing. YEF is a 5 year (2010-2014), $22 million project sponsored by the Danish-led Africa Commission. The project is expected to create 11,500 new jobs for youth in the region.

The basis for the work of the YEF is derived from the ILO’s mandate to promote youth employment in Africa through its Decent Work Agenda for Africa, through the Regional Decent Work Programme for the East African Community 2009- 2015 and Decent Work Country Programmes. The planned outcomes of the YEF are closely aligned to national development agendas and youth policies and will build on tested entrepreneurship tools and strategies developed by the ILO and YEN in Africa. These tools include the ILO’s two decades of experience actively supporting micro, small and medium sized enterprise development throughout Africa and the YEN and the World Bank’s experience in Youth-to-Youth (Y2Y) funds.

DUTIES AND RESPONSIBILITIES In Canada / pre placement: · Participate in 5-day orientation training hosted by Global College, Winnipeg · Conduct basic research on the youth employment situation and related challenges in the host country, with a particular emphasis on identifying both gaps and assets/good practices on how the business community, policies and institutions support opportunities for youth, thereby gaining a greater understanding of the role and benefits of private sector development in promoting youth employment opportunities. · Prepare a PowerPoint presentation that introduces your host country and institution and the current youth employment challenges – to be delivered at the training. After returning from overseas, the intern will spend one week of post internship debriefing and commence re-integration by working with fellow interns for a one week period on summarizing key collective recommendations on key actions, tools and practices, based on their lessons learned · The criteria for best practices could be identified and shared among Lead countries.

In host institution: The associate will assist the YEF team in implementation of the six programme components. In particular, the associate will assist the Youth-to-Youth Fund Regional Coordinator in administering and monitoring the competitive grant scheme implementation in the three target countries of Tanzania, Uganda and Kenya. The objective of the Youth to Youth Fund competitions is to identify and support the implementation of innovative project ideas by youthled organizations on how to create entrepreneurship opportunities for other youth. The Fund is currently in its second round of grants, having picked the winners of the second round of the Fund in late 2011 and the projects of the first round having recently been completed. In particular, the Associate will be responsible for: I. Coordination of the monitoring of the second round of grantees, assessing their progress in delivery. Within this area the associate will have the following responsibilities: · Familiarize him/herself with the monitoring tools and procedures and provide feedback and improvement suggestions on them. · Train local partners and consultants on the monitoring tools and procedures and how to collect the monitoring data. · Where necessary assist/train the grantees to complete the financial and narrative progress reports and other monitoring requirements · Coordinate and monitor the monitoring visits conducted by the local partners and consultants, communicate with them regularly · Collect the monitoring reports and analyze the data · Analyze and summarize results of data collection and provide recommendations for how grantees can improve their programs · Provide feedback and assistance to the grantees accordingly · Prepare lessons learned document to further improve the monitoring procedures and tools as well as the whole Y2Y Fund process where applicable · Keep grantees informed of training and grant opportunities, knowledge on youth employment and project management and any events organized by ILO and its partners II. Assisting in the evaluation of the first and second round of grantee projects, assessing their enterprise and employment creation impact. Within this area the associate will have the following responsibilities: · Assist in developing and improving the baseline, midline and endline surveys and other tools to collect information about the grantee organizations and about the end beneficiaries (youth entrepreneurs) · Coordinate the collection of the information · Develop a template for collecting the baseline data · Keep up a database of the collected information · Analyze and summarize results of the data collection · Review and revise the evaluation tools where necessary based on the experience of the first rounds of data collection III. Conceptualizing a Y2Y Fund Replication Scheme One of the objectives of the Youth-to-Youth Fund is to promote and support the replication of the successful projects funded by the Fund. The Youth-to-Youth Fund is in a process of developing an additional grant scheme to provide funding and support to organizations who will replicate the successful Y2Y fund projects in their own context. Within this area the associate will have the following responsibilities: · Develop a concept and put in place the Replication Fund · Come up with and implement other innovative ways of promoting the replication of the projects IV. QUALIFICATION AND EXPERIENCE Eligibility: A Canadian citizen or permanent resident A post-secondary graduate - graduate of a degree or diploma program from a university, college, post-secondary school of technology, postsecondary institute or a CEGEP Out of school Between the ages of 19 and 30 Unemployed or underemployed Legally entitled to work in Canada Skills/experience: Ability to draft technical reports and meet deadlines. Experience working or living abroad: working experience in international development is an advantage. . Languages: This post requires proficiency in English and particularly strong English writing skills. Knowledge of Swahili would be an asset.

Senior Advisor: Transition Projects - Tanzania

Service Objectives:

The objectives of this position are to provide senior advisory technical assistance through various capacity building and coaching strategies to support the effective transition of the Care and Treatment section senior management to a locally employed staff (LES) person. The position will provide senior level technical assistance/advisory support to provide relevant institutional knowledge, history and perspectives, as needed, to the CDC Country Director and Associate Director of Programs to enable them to expertly manage the Care and Treatment section transition.

The position will support the Care and Treatment program’s needs for strategic information as CDC Tanzania responds to President Obama’s call to increase treatment coverage by 50% across PEPFAR programs. The Senior Advisor: Transition Projects will focus on providing technical assistance in measuring the impact of efforts to maximize program efficiency and coverage without degrading quality and assist with the development and refinement of economic modeling led by CDC Atlanta by facilitating access to key economic data and providing insight and guidance to the designated technical lead on the management of the Clinical Strategic Results Unit (SRU).

The position will support the CDC Country Director and PEPFAR Coordinator in the transition of the interagency Advisor: Global Fund position to a staff person with adequate administrative and organizational development skills to support Global Fund activities across the spectrum of HIV, malaria and TB by providing key transitional support to minimize lack of continuity in this critical area for USG and the United Republic of Tanzania.

Task Requirements:

Under this task order, the contractor will independently provide all labor, supplies, material and equipment (exceptions noted below) in support of the Centers for Disease Control and Prevention (CDC) and the Presidential Emergency Plan for AIDS Relief (PEPFAR) partners in accordance with this Statement of Work in support of CDC by providing the following services:

At the request of, and with direct supervision provided by, the Country Director and/or Associate Director of Program:

• The Contractor shall assist relevant senior managers, technical advisors and/or team leads of specific program areas to identify and develop the necessary skill sets to completely take over responsibilities that are not easily taken on without specific historical knowledge, perspective and problem-solving skills that need to be developed with the assistance of the Transition Projects Consultant. Requests will be developed on a case-by-case basis in areas related to Country Operational Plan (COP) development, development and evaluation of HIV care and treatment efficiency measures, provision of fiscal data to support economic modeling, and leading of the Clinical SRU. Requests will also be made on a case-by-case basis to attend specific CDC and/or interagency meetings. • The Contractor shall assist the Advisor: Global Fund to identify and develop the necessary Global Fund-related skill sets to effectively assist the USG in maximizing the impact of the Global Fund in Tanzania. Requests will be developed on a case-by-case basis to facilitate this transition.

Task Deliverables:

Specific task deliverables will be developed by the Country Director, Associate Director of Programs and/or PEPFAR Coordinator on a case-by-case basis.

• In all cases, the consultant will be required to develop a work plan and timeline within 2 – 5 working days of being given the assignment (the number of days will be provided with the assignment). • Weekly or monthly written progress reports (also defined when the assignment is provided) are required in collaboration with the staff member(s) whose transition the consultant is supporting.
• In all cases a brief final project report outlining key successful areas of transition and potential areas of vulnerability with recommendations for monitoring and mitigating such vulnerabilities will be required.

Minimum Qualifications and/or Certifications:

• Graduation from an accredited university with a medical degree from an accredited medical school • Five or more years of PEPFAR field experience required. Non-HIV international health systems and clinical experience preferred. • Demonstrated previous experience managing the CDC Tanzania HIV Care and Treatment Program and supporting the USG interagency team and CDC Tanzania with respect to the Global Fund strongly preferred. • Excellent time and project management skills • Level IV English proficiency required • Willingness and ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups. • Level I Kiswahili proficiency (preferred ) • Willingness and ability to work approximately 50% time • Willingness and ability to be located in Tanzania strongly preferred

Advisor: Prevention Research - Tanzania

Service Objectives:

The Advisor for Prevention research will provide high level scientific technical assistance in combination with select project management support for development, implementation, and evaluation of various prevention assessments, basic program evaluations, research studies and other implementation science (IS) activities.

Task Requirements:

Under this task order, the contractor will independently provide all labor, supplies, material and equipment (exceptions noted below) in support of the Centers for Disease Control and Prevention (CDC) and the Presidential Emergency Plan for AIDS Relief (PEPFAR) partners in accordance with this Statement of Work in support of CDC by providing the following services:

In an effort to evaluate and improve prevention programs and interventions implemented in Tanzania, a number of prevention and prevention-related assessments, basic program evaluations, research studies and other implementation science activities are underway or planned.

He/she will report to the CDC Tanzania Prevention Chief and the CDC Tanzania Prevention Team Lead, and collaborate with other prevention team members, in regards to partner collaboration and programmatic management of the activities. He/she will also consult as needed with the Senior Technical Advisor: Research and Implementation Science and/or Advisor: implementation Science on technical issues related to research design, protocol development, selection and application of research methods and sampling, and data analysis etc.

He/she will be part of the CDC prevention team and participate in prevention, IS and other CDC and USG interagency staff meetings as relevant for the study and IS activities.

He/she will interact and work with a variety of program and study staff: from USG staff, to host government Ministry of Health (MOH) and national research institute personnel, international and national non-governmental organizations (NGOs) operating in Tanzania and involved in the various activities. The responsibilities of the incumbent will include participation in capacity building for Tanzanian CDC prevention staff involved in these activities. The Prevention Study & PHE Advisor will be responsible for technical assistance and project management of the following key prevention research and evaluation activities:

• Assessment of sexually transmitted infection (STI) prevalence, diagnosis and treatment in HIV infected persons: This study is to be implemented in a small number of selected care and treatment sites. Implementing partners for this study is the Tanzania ICAP/Columbia University research and technical team, in collaboration with the Tanzanian Ministry of Health and Social Welfare (MOHSW) staff at central and regional levels.

"Combination Prevention": This activity proposes the implementation and evaluation of two Combination Prevention Models sites in Kagera and Pwani regions. It entails scaling a package of existing biomedical and behavioral HIV-prevention interventions in a small, geographically-defined area in hope that it leads to exponentially greater HIV / health outcomes. Funds will be used to both scale HIV-prevention services and develop and implement a program evaluation to measure and determine the effects of the program. Partners for implementation of this evaluation include: International Center for AIDS Care and Treatment Programs/Columbia University, Ministry of Health and Social Welfare (MOHSW), Muhimbili University and the Tanzania Youth Alliance.

• Cost Drivers of Condom Distribution: Analysis of costs per condom distributed through public health facilities, traditional social marketing, and Public-Private Partnerships in three regions. Implementing partner is a United States Agency for International Development (USAID) funded NGO, the Academy for Educational Development.

• Infection prevention and control: Various smaller studies and evaluations including an injection prescription record review, and a health worker safety and post-exposure prophylaxis study are currently in final phases and expected to be brought to completion in late 2010. Implementing partners are John Snow Inc. and the MOHSW.

Technical Assistance (TA) and inputs for these activities will be provided by both CDC Atlanta and CDC Tanzania in-country staff.

Day-to-day tasks and key responsibilities:

50% • Project management including continuous collaboration and follow-up with study partners to ensure deadlines are met and study implementation occurs in line with study timelines developed • Tracking of submission and approval process with US and Tanzania based approval boards • Assistance with training of data collectors, data entry and management staff where needed • Travel and support to study sites during periods of site preparation and data collection • Participation in bi-weekly prevention team meetings, relevant interagency technical meetings teams, meetings with Prevention supervisors and others as necessary • Close collaboration with Tanzanian prevention program staff to ensure continuous program involvement and formal/informal capacity building for staff involved • The Contractor shall provide mentorship and support to strengthen CDC Tanzania’s efforts to build the capacity of CDC Tanzania staff on the project management aspects of HIV/AIDS prevention evaluation activities as well as communication with technical staff at CDC Atlanta. 40% • Participation in the review of study protocols and tools in consultation as needed with the Senior Technical Advisor: Research and Implementation Science and/or Advisor: implementation Science to ensure adequate quality and scientific soundness • Participation in data analysis and assistance with interpretation of study findings and writing of study and in consultation as needed with the Senior Technical Advisor: Research and Implementation Science and/or Advisor: implementation Science to ensure adequate quality and scientific soundness • Participation in write up of presentations and publications as a result of the above studies in consultation as needed with the Senior Technical Advisor: Research and Implementation Science and/or Advisor: implementation Science to ensure adequate quality and scientific soundness • Facilitation of communication between different study and research partners, assisting and developing the capacity of CDC Tanzania staff with effective communication with relevant Atlanta based Advisors Other duties and responsibilities: 10% • Participates in other tasks related to planning, implementation, monitoring and evaluation of CDC Tanzania HIV/AIDS activities as requested by the HIV Prevention Program Chief and Directors, CDC Tanzania. • Conforms to operational practices and procedures already implemented by USG and CDC Tanzania, and to be implemented in the future. • Works with and supports other USG agencies involved with HIV/AIDS prevention and Counseling and Testing studies and PHEs in Tanzania, if/as needed.

Task Deliverables:

• Provide oral reports to Chief of Prevention on Study progress weekly • Reviews and provides comments to CDC Project Officer on all Prevention Study Activities within 15 days after partner submission of quarterly reports.
• Within assigned deadline (usually 48 hours), review and provides technical comments of partner continuation and supplemental application submissions to CDC Project Officer.
• Quarterly submits written Prevention Study accomplishments for external display to Branch Chief and other pertinent staff.

Minimum Qualifications and/or Certifications:

• Graduation from an accredited university with a master’s level degree in public health, epidemiology, medical science or related field is required. • At least three years of experience with progressive responsibility in project management of HIV prevention science activities, preferably in an international setting • At least three years of experience with operational or implementation science development, implementation and analysis, preferably in an international setting • At least two years of experience working with PEPFAR programs is desirable • Excellent time and project management skills • Level IV English proficiency required • Level I Kiswahili proficiency (preferred) • Willingness and ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups. • Willingness and ability to work full-time and to be located in Tanzania strongly preferred.

Advisor: Maternal and Child Health Programs - Tanzania

Service Objectives:

The primary objective of this position is to provide CDC Tanzania technical assistance and project management support for facilitation and implementation of maternal and child health (MCH)-related program development, monitoring and evaluation, analysis and assessment of program and policy implications. This position will also assist with other implementation science and program evaluation tasks as identified by the Associate Director of Programs and the Country Director to the extent that time is available respective to the primary position objectives.

Task Requirements:

Under this task order, the contractor will independently provide all labor, supplies, material and equipment (exceptions noted below) in support of the Centers for Disease Control and Prevention (CDC) and partners in accordance with this Statement of Work by providing the services below in support of MCH and other Global Health Initiative (GHI) and PEPFAR projects. • The Contractor will provide mentorship and support to strengthen efforts to build the capacity of CDC Tanzania staff and local governmental and non-governmental partners on activities related to sustainable MCH-related program development, monitoring and evaluation, analysis and assessment of program and policy implications • The contractor will provide mentorship and support to strengthen efforts to build the capacity of CDC Tanzania staff to work in collaboration with other CDC Divisions (i.e., the Division of Reproductive Health), the CDC Foundation, and United States based non-governmental funders (i.e., Bloomberg Philanthropies) and World Lung Foundation • The contractor will provide mentorship and support to strengthen efforts to build the capacity of CDC Tanzania staff on activities related to other GHI- and PEPFAR-related implementation science and program evaluation tasks, providing appropriate linkages to other available PEPFAR resources for technical assistance in implementation of MCH activities • Monitor work done by staff and project partners and report updates to immediate supervisor, Associate Director for Programs and/or Country Director • Manage project schedules and implement timelines; • Communicate regularly with relevant partners donors via phone, email, in-person meetings and/or presentations; • Incorporate feedback and guidance provided by CDC and funding partners; • Contractor will be expected to travel 30% of their time in Tanzania providing Technical Assistance to various sites. • Write and submit quarterly narratives to CDC-Foundation.

Task Deliverables:

• Due bi-weekly, written and oral reports on status of MCH and other assigned activities to immediate supervisor. • Provide written work plan for each activity highlighting significant milestones every month to immediate supervisor. • Provide bi-weekly oral reports as requested to senior leadership. • Working with appropriate scientific and other expert staff as necessary,, mentor and build the capacity of program staff to develop at least two publications and 4 conference abstracts annually.

Minimum Qualifications and/or Certifications:
