Caritas Switzerland and Caritas Luxembourg are non-governmental aid agencies and members of Caritas Internationalis. Caritas works worldwide and adheres to international humanitarian principles.

Caritas Switzerland and Caritas Luxembourg act in the frame of a MoU as a consortium in the Eastern Africa and the Horn of Africa.

In Somaliland, the consortium is operational with a focus on rural livelihood, education and capacity building. We are currently seeking to recruit a Head of Water, Hygiene and Sanitation Department (HoD) to complement the project team of Caritas Switzerland/Luxembourg in Hargeisa.

Hargeisa, Somaliland, with periodical trips to Caritas Switzerland/Luxembourg’s Office in Nairobi

Key tasks & re-sponsibilities

. Be responsible for operational and financial management, accounting and reporting of “Water, Hy-giene and Sanitation Projects” and project staff;
. Ensure that project implementation guidelines and process are in line with the donor regulation and Caritas policies and procedures;
. Quality control on project work;
. Promote coordination of WASH activities at national and regional levels;
. Assist in the overall strategic and operational management of Caritas’ programme in Somaliland;
. Contribute to a smooth coordination within Caritas at all levels (Country Office, Regional Office and the Head Office), by sharing relevant information and decisions in good time;
. Facilitate the process of continuous learning of Caritas’ staff, local partners and local institutions;
. Take a leading role in designing and planning WASH related project proposals and concept notes;
. Design and implement monitoring scheme (output and performance oriented).for significant project activities, both within Caritas and for local implementing partners; and
. Plan, organize, carry out and document midterm and annual programme reviews unless otherwise stated in the project documents


Qualifications

. Advanced degree in a relevant technical discipline (engineering, architecture, construction);
. Proven track record in resource management and PCM, organisational development and training;
. At least 5 years experience gained in a senior management position as well as technical field work experience;
. At least 5 years’ experience as project manager;
. Flexible, innovative and sensitive to cultural values as well as strong communication skills; and
. An in-depth knowledge of the key issues and trends in development, with specific knowledge and understanding of issues related to Water, Sanitation and Hygiene Excellent written and oral com-munication skills in English
