JOB PURPOSE: Work with the Regional Leadership Team to effectively manage changes associated with OI SMS including: Support to the Country Director(s) in all aspects of planning, implementing and managing the Single Management Structure (SMS) change management process within each country Provide knowledge and experience of change management principles and best practice, along with a strong understanding of the SMS deliverables and ways of working Maintain consistency and integrity of change tools, aligning closely with Oxfam International and Oxfam GB as required Ensure change management capability is developed and retained at Country level as part of the implementation process Create awareness and 'space' for individual, team and organisational development in managing their response to change Engage with and support the capacity building of other Oxfam affiliates where Oxfam GB is not the managing affiliate; provide support and coaching to other affiliate teams as required and working closely with Oxfam International REPORTING LINES: Post holder reports to: The Regional Director Matrix management to: OI Change Manager/ OGB RHRM BUDGET RESPONSIBILITY: DIMENSIONS: Managing resources within defined boundaries or a specialist area, including people, assets and budgets. Providing professional advice to SMT and/or specialist advice to CMT and trustees on SMS change processes Contributes to development of strategy and implements across the division or through divisional specialists. Promote and enrich the Diversity Policy and Gender Policy of Oxfam and ensure successful implementation. Develops solutions to specialist, diverse and/or complex problems where little or no precedent exists. Manages strategic and/or specialist information from a significant variety of sources. Autonomy to anticipate, plan for and resolve diverse/specialist challenges within corporate or divisional parameters, with broad scope. Strategic decisions are made, within a specialist/divisional context, to further the objectives of Oxfam and the division and are informed by the external business and professional environment. Impact of this role is significant within the department and division(s), and may have some impact Oxfam-wide as well in the relevant business environment. Contribute to and influence strategic planning. Operational planning is medium term, one to three years. Influence SMT, RMT, senior managers, staff and volunteers in Oxfam and work collaboratively with external organisations. Providing leadership within their specialisation across the organisation to motivate, develop and to encourage and model a significant following culture. Develop and promote best practice - conceptual skills - legal responsibility - employment law, tax laws, etc. Influences in these areas across the organisation. Encourage Staff representation and involvement as required in change processes Promote the "Culture of Oxfam" and managing by values and purpose of Oxfam. KEY RESPONSIBILITIES: In conjunction with the Country Directors, and other relevant managers from the OI affiliates develop the country change management plan and support the Country Director in implementation. Ensure delivery of the SMS Change agenda; influence key stakeholders at multiple levels (Governing Council, Country Directors, SMS Change leads etc.) to create an environment that enables success Provide regular and effective communication to Regional Management Team, Country staff, partners, governing affiliates and Oxfam International Act as OGB focal point for SMS change management activities in the region and as the central contact point for the managing affiliate and Oxfam International with regards to SMS Apply knowledge and experience of change management principles and best practice, both in support of the SMS change and in developing the capability of the Country staff Support implementing affiliates, local partners and other bodies and institutions in managing and implementing the change sensitively and cost effectively. Documenting key learning from the change processes and sharing with the wider organisation. Support, and input into, the development of central Oxfam change management tools Role will require significant travel across countries to support the SMS change delivery Post Holder is expected to work in close collaboration with Regional Human Resources Manager SKILLS, EXPERIENCE & KNOWLEDGE: (E = Essential; D = Desirable) Understanding and experience of change management principles and their practical application (E) Experience of implementing change projects and processes within a global and geographically dispersed organisation (E) Experience in finance management including budget management (E) Knowledge and experience of managing complex projects, including project reporting, risk management and communication strategies (E) Knowledge and understanding of appropriate learning and development interventions to support individuals and teams in managing and coping with change (E). Experience of implementing these tools (D). High level of influencing and connecting/brokering skills including developing strong working partnerships with senior managers. Knowledge management skills including effective networking and knowledge sharing (E) Knowledge of Human Resource management, including experience of managing employee relations, policy reviews, and reward management within a change context (D) Experience of working in an international, geographically dispersed organisation, and across different cultures (D) Experience of developing communication strategies to support change management implementations (E) Ability to deal with complex and ambiguous situations (E) Coaching skills (D) Good level of IT literacy (E) and an understanding of how technology can positively support change management and communications (D) Excellent written and verbal communication skills (E) Ability to speak English (E) and French (D) Behavioural Competencies Achieving Results Tenacity Initiative Drive to Achieve Results Thinking & Understanding Organisational Awareness Conceptual Thinking Critical Information Gathering Leading Others Facilitating Change Developing Others | |||||||||||||||||
