OBJECTIVES OF THE PROGRAMME : To deliver WHO core functions at country level with a particular focus on the Organization's directing and coordinating role for international health as expressed in the Constitution. In this framework, the specific activities include: - Support the formulation, implementation and evaluation of national health policies, strategies and plans. - Develop and manage, at the country level, the Organization's technical cooperation programs and coordination of the Organization's activities with those of other bodies and with the Government's National Health Programs. Purpose of the Post: Provide technical support mainly to EHA (Emergency and Humanitarian Action) and CIDA (Canadian International Development Agency) funded project and back-stopping other programs at Juba Office on project planning, budgeting, resource mobilization and reporting; Facilitate training activities on finance monitoring, workplan creation and donor reporting to existing WHO systems. | |
Description of duties: Under the supervision of the Head of Office and the overall guidance of the WHO Representative, the incumbent will work in close collaboration with all technical officers to support the activities as detailed below; In the area of Project Management: 1. Monitor the implementation progress of all country office funds and report to the EHA coordinator and other program managers on a regular basis and agree on any required actions. 2. Advise and assist program team Leaders in WHO Juba on Joint Programme Review Exercise (JPRM) planning, budgeting and monitoring of the JPRM Work Plans. 3. Coordinate the data entry of project related information and analyze the status of financial implementation through available information system. 4. Track projects using the financial information contained in project proposals and continuously collect relevant information on project implementation. 5. Assist the respective technical officers in donor reports and donor proposals and liaise with the relevant focal persons in EMRO and in HAC (Health Action in Crisis) for the final submission to donors. 6. Work closely with the Programme Administrative Officer (PAO)and other program managers on the HR planning and budgeting. 7. Facilitate training activities on finance monitoring, workplan creation and donor reporting as per existing WHO systems (GSM). 8. He/She will work as focal point to: - Ensure optimum utilization of available resources; - Identify gaps in resources and tracking work plan progress against agreed activities/expected outcomes; - Monitor the resource mobilization (donor agreement, allotment information, reporting requirement, etc.) throughout the implementation and reporting cycle. Achievement Activities Include: Coordinate work plans, evaluate project progress, assist to prepare project materials & reports, coordinate with program staff on project priorities and activities, and ensure general efficacy and timeliness of program work activities. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: University degree in Business administration, social sciences or related field. Desirable: Masters degree in Business administration. | |

Experience: Essential: Minimum five years of combined national and international professional experience in project management in the fields of public health and/or international development. Desirable: Experience in finance administration or program areas in NGOs or UN agencies, preferably in under developed/ post- conflict countries. | |
Languages: Excellent knowledge of English. Familiarity with Arabic is an asset. | |

In addition, the staff member will receive a Special Operations Living Allowance (SOLA), which is a monthly lump sum representing the Organization's contribution towards the staff member's living expenses at the SOA duty station.
