JOB CONTEXT: Ethiopia, with a population of about 83 million, is the second most populous country in Sub-Saharan Africa. One of the world’s oldest civilizations, Ethiopia is also one of the world’s poorest. At US$340 (average for the 2007-09 period), Ethiopia's per capita GDP is much lower than the Sub-Sahara Africa average. Over the past two decades, there has been significant progress in key human development indicators. Handicap International is operating in Ethiopia since 1986 and has implemented projects in the area of physical rehabilitation, mine risk education, community based rehabilitation, food security, HIV and AIDS, capacity building of local associations of Persons with Disabilities (PwDs). The main objective for Handicap International in Ethiopia is to ensure a controlled extension of the program by consolidating and build on our capabilities and resources. At the geographical level, it will be important to consolidate our presence within Addis Ababa, Dire Dawa as well as in Somali Region. With regards to Inclusive education the Pilot project, to expand participation of persons with disability in educational programs in Ethiopia, prepares future scale up of inclusive education initiatives in Ethiopia through the improvement of existing educational models for PWD.
JOB DESCRIPTION: The project specific objective is to develop a model of “disability friendly schools” that fosters inclusion of child with disability in educational programs in collaboration with Disabled Persons Organisation, the regional education bureaus and donor’s funded organizations in Dire Dawa, Harar and Jijiga. While the project is relatively small it aims to achieve national impact via dissemination of lessons learned, guidelines and good practices. The Inclusive education project (IEP) is implemented in the three towns of Dire Dawa (3 cluster schools), Harar (2 cluster schools) and Jijiga (1 cluster school). The quality and visibility of this pilot action is essential to achieve these strategic goals. In order to achieve this, you will have to travel frequently.
Main stakes: You will work under the responsibilities of the Field Program Director and be closely collaborating with project managers and technical staff as well as with the Head Quarter. The mains stakes of your role are: • Ensure the respect of HI frameworks and policies during the project implementation • Elaborate training modules and implement training for local partners • Ensure coaching, training and on-site training for teachers and HI staff involved in the project • Being responsible of validating the purchase of adapted and quality educational equipments • Support the project manager in the overall management of the project with a focus in delivering quality outputs • Regularly monitor outputs of ongoing activities and capitalize results and good practices in term of victims assistance • Evaluate the project results in collaboration with the Technical referents
Responsabilities: • You will ensure that the technical policies, methods and approaches implemented within the programme are adapted to the local context and the programme strategy • You will ensure an optimal level of technical quality of the programme • You will develop the technical competencies of the programme team, partners… • You will mobilise national and/or regional professional networks • You will ensure that the experience of the programme contributes to Handicap International’s knowledge base and professional know-how.
CANDIDATE PROFILE: Mandatory: • Master in inclusive education, education, education sciences or disability • Extensive experience in the field of developing inclusive education policies and training • Extensive experience and comprehensive understanding of disability issues, including disability mainstreaming and rights-based approach • Strong competencies in capacity building, training experiences and team work • Competencies in networking
REQUIRED LANGUAGE SKILLS: ENGLISH
JOB ENVIRONMENT: IEPA will be based in Dire Dawa, but at least 40% of the working time will be spent in regular professional travels to Harar and Jijiga the two others sites where the project is implemented. While Dire Dawa and Harar are calm, Jijiga is the capital of the Somali region, an area characterized by poverty and conflict because of the ongoing armed opposition. In order to build HI image as a technical actor in the field of IE frequent travel to Addis Ababa will be required
EMPLOYMENT CONDITIONS: THIS CAN POSSIBLY BE A COUPLE POSITION (shared accommodation) Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Salary: 2150 € to 2400 gross salary/month + 457 Euros net expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner
