Background: Johanniter International Assistance has been present in Djibouti since 1994, working in close collaboration with the Djiboutian Ministry of Health. As several years of drought and the rise in global food and fuel prices have caused a protracted humanitarian crisis with extreme food insecurity and malnutrition among the population of Djibouti, the main focus of Johanniter’s activities has been on the fight against malnutrition. Johanniter has substantially contributed to improving primary health care services in the slums of Djibouti city and is currently supporting supplementary and therapeutic feeding centres in the slum of Balbala and in the rural district of Tadjourah. Besides the rehabilitation of buildings, the provision of food and medical material, psychomotor-training with malnourished children, Johanniter’s activities also include the training of community health workers for regular outreach to the slum population. Since 2005 these activities have been funded by the German Ministry of Foreign Affairs. In 2011 Johanniter is planning and preparing to expand its activities in various fields. In this regard Johanniter is currently preparing an awareness raising campaign about female genital mutilation (FGM). Another project will focus on people with disabilities and aims to provide orthopaedic care and community based rehabilitation, as there are currently hardly any orthopaedic services for people with limited mobility in the country. To expand the humanitarian aid in the fight against malnutrition amongst the drought-stricken impoverished rural and partly nomadic population, a training and supplementary feeding program will be carried out in the districts of Tadjourah and Dikhil.
Job Description:
The Administrator for Finances and Logistics will be in charge of financial and logistics management of all running projects in Djibouti. The Administrator for Finances and Logistics will be reporting to: Country Director, Djibouti; HQ (Berlin) working with: Team of international and national staffJob Responsibilities: Manage and monitor financial administration and budgets of all running projects and maintain cash flow in compliance with the financial guidelines of Johanniter and donors Monthly field accounts with financial software and preparation of financial reports for donors and headquarters Inform country director and project coordinator regularly on financial status Assist in developing budgets for new projects Logistics including, procurement, custom clearance, storage, transport and distribution of goods Ensure field orders are passed to Berlin office and follow up Recruit, manage, supervise and train local staff according to national law and Johanniter Guidelines Manage team accommodation, offices, car pool and technical installations Ensure all necessary supporting documents are available Carry out field visits if necessary Support external audits Support Country Director in all other tasks
Person Specification
9.1. Profession/Qualification: Accountant /Logistician, Candidate needs to hold an university degree
9.2. Experience: At least 3 years of experience in accounting, financial management and logistics procedures, preferably in the field of humanitarian aid Experience in working with public donors Ability to write reports and procedure manuals
9.3. Skills: Fluency in French with excellent verbal and written communication skills; knowledge of English and German an additional asset Excellent reporting and computer skills HR management skills and cultural sensitivity Proven ability to work independently, in isolation but also closely with the coordination team
