Program Start-up and Support Consultant
1. Objective
The objective of this consultancy is to provide logistical support to International Executive Service Corps' (IESC) program team related to startup activities for a volunteer-oriented program that focuses on access to finance, business enabling environment, and local business service providers in Tanzania.
2. Relevance
The selected consultant will ensure that IESC is able to rapidly start-up it's program in Tanzania. Support from a consultant is critical to this start-up period in order to tap local knowledge and logistical support to help enable IESC to more quickly mobilize and initiate program and operations activities.
3. Tasks
- Identify hotel options for startup team's lodging.
- Arrange for local transport logistics, including airport pick-up and drop-off, and transport between hotel and to all meetings and appointments for home office team (this will include a vehicle rental and a driver).
- Assist with scheduling of relevant meetings and appointments with key stakeholders.
- Facilitate the renewal of IESC's registration in country.
- Develop a shortlist of local service provides to include attorneys, Information Technology, Communications, Utilities, Security, Public Relations, Accounting, etc. and facilitate agreements as required.
- Develop a short list of required vendors and provide support on the purchasing process as needed (ie vehicles, generators, Information Technology and communications supplies, printing, signage, etc.)
- Identify office locations for IESC staff in Dar es Salaam, with an assessment of additional services (security, amenities, utilities).
- Identify housing for a long-term international volunteer in Dar es Salaam.
- Identify hotels for high frequency use by short-term international volunteers and IESC staff and assist with negotiations as needed.
- Support the field office with job posting support and candidate references.
4. Level of Effort
The estimated level of effort is 30 days.
5. Qualifications
- Significant experience working with international development organizations and program startup in Tanzania.
- Experience opening an office in Tanzania, including procurement, human resources, administration and knowledge of local law and regulations.
- Experience with United States Agency for International Development (USAID) programs, rules and regulations.
- Experience recruiting local staff for development programs.
- Bachelor's Degree and 5+ years of relevant work experience.
- Fluency in oral and written English is required.
- Self-starter, detail-oriented, thorough and well organized with ability to produce a high quality final deliverable under challenging deadlines.
- Well-developed interpersonal and cross-cultural communication skills to work with a small team.
