Purpose of the position:
To provide overall leadership, of Procurement & Logistics, and Stores sections, promote financial stewardship; ensure goods, services, works and consultancy are procured at lowest possible cost consistence with the best quality for smooth running of operations at head office, programs and all projects in Tanzania as per WV standards, regulations, policies and procedures

Major Responsibilities
- Ensure that procurements is professionally and stewardly done in an efficient manner as per WVI policies and Procurements Acts and regulations.
- Ensure current markets surveys are available for all required items and services.
- Ensure standard tender documents are prepared, availed to potential suppliers and landlords, and undertake secretarial duties of the tender committee
- Provide technical guidance and capacity building on procurement perspectives to all zones/projects and National Office.
- Ensure fixed asset management, insurance of assets for NO, Zonal Offices and Programs/Projects. Oversee the effective maintenance of WVT Assets and offices.
- Facilitate and coordinate timely VAT exemption and clearance of goods from the port.
- Engage in and ensure that appropriate tools like Coaching for Performance (CFP) and mentoring, etc. are practiced within the department to enhance smooth staff relations and accountability.
- Ensure the development and implementation of clear vehicle disposal guidelines policies and procedures, liaison with SMT dispose off the WVT assets that are not in use
- Ensue establishment and maintains an efficient storage and inventory system.
- Negotiate contracts and maintenance agreements for office in consultation with the Contractors and Compliance Officers.
- Manages effective operation of WVT offices to ensure both optimal use of resources and customer care focus.

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum Qualification required: Bachelor Degree in Materials Management/related field with CSP
Experience: 4 - 7 yrs. /3 yrs. in Manager Level
Preferred: MBA,
Technical Skills & Abilities:
oExcellent computer skills.
oDemonstrated ability in supervision
oExperience in working with donor funds
oWorking knowledge of procurement services and practices is an added advantage.
oGood planning and organizational skills
oTact and diplomacy in dealing with staff-related to work environment needs
oAbility to maintain effective working relationships with all levels of staff and vendors
Technical Skills & Abilities:
- Knowledge of the Tanzanian labor and employment laws.
- Experience in recruitment especially of professional and technical positions (both national and international applicants).
- Proven ability to manage all recruiting processes (applicant sourcing, resume screening, applicant assessment, interview, negotiating contracts) as well strong sourcing and talent management skills.
- Ability to be a team player, collaborator, work independently and able to effectively network (over any medium of communication e.g. Internet, phone, face-to-face) across all levels of the organization internally and externally.
- Must have strong critical thinking, problem solving, interpersonal and oral/written communication skills with great fluency in both English and Kiswahili.
- Ability to work in a fast-paced environment and timely accomplish multiple tasks simultaneously, pro-actively as well as provide a high-level customer service.
- Possess cross-cultural sensitivity, knowledge and ability to work with people of diverse backgrounds.
- Demonstrated computer literacy (MS Office Suite: MS Excel, MS Word, MS PowerPoint and databases) with hands on experience in tracking recruitment outcomes/metrics.
Working Environment / Conditions:
- Work environment: Office-based with frequent travel to the field
- Travel: 10-15% Domestic/international travel is required.
