Director of Finance and Contracts

Application Deadline:   4/15/2014 Description:   Cardno Emerging Markets USA, Ltd. (Cardno) is seeking aDirector of Finance and Contracts candidate for an anticipated USAID-funded program in Tanzania to manage and coordinate public-private partnerships (PPPs) in the health sector. The Director of Finance and Contracts will: ■ Oversee project financial management, operations and human resources ■ Establish and manage systems and procedures for the disbursement and tracking of funds to implementing partners ■ Oversee the implementation of sub-agreement/sub-contracts to implementing partners ■ Conduct regular audits and financial monitoring visits of implementing partners ■ Supervise Cardno project financial management staff Qualifications:   ■    MBA or a related degree (Accounting, Contract Management, etc.) ■    Familiarity with USAID financial reporting requirements and regulations ■    Experience with developing and managing sub-awards/sub-contracts ■    Minimum 10 years of experience managing donor project finances, preferably on USAID projects ■    Minimum 5 years in a senior management role on a USAID project including at the Finance Director or Deputy Chief of Party level.
