Africare is an

Since 1970 Africare has provided more than $ 1 billion in direct aid to Africa for agriculture and food security, health and
water and sanitation program and projects.
Africare is
searching for a qualified person to fill the position of Director of Finance
for a USAID funded nutrition program under Feed the Future. The position will
report to the Chief of Party on the implementation of the program. The Director
of Finance will oversee all the financial issues and advice the CoP
accordingly.
Key Responsibilities
1.0
Program
Funds Management
1.1
In coordination with Chief of Party, prepare Quarterly
Funds Requests (to be submitted to CO), ensuring that the minimum amount of
funds are available in-country to fully implement projects and meet all
Africare’s financial engagements in timely manner.
1.2
Prepare periodic cash flow projections for the project
as required by Africare CO.
1.3
Maintain financial and accounting systems and reporting
as guided by the rules and regulations of USAID and Africare.
1.4
Review all invoices and payments to ascertain
compliance with Africare procedures including availability of funds before
seeking COP and Country Director approval.
1.5
Perform periodic reviews and certify the General
Ledger, cash book, Trial balance and other pertinent reports generated in
Financial accounting system by the 15th of every month in time for
monthly batch dispatch to CO.
1.6
Maintain Accounts Receivable (A/R) for all program
staff and ensure settlement of all cash advances within specified timeframe as
per financial manual.
1.7
Prepare financial reports as per donor requirements and
timeline with in addition to Africare financial formats
2.0
Budgeting
and Reporting
2.1
Develop project’s Annual Operating budgets as per donor
agreement and Africare guidelines.
2.2
Develop and maintain budgetary controls of expenses, in
consultation with Chief of Party and Program staff.
2.3
Prepare donor billings and financial reports and submit
to donors within the agreed schedules.
3.0
Grants
Management and facilitation of Audits
3.1
Oversee the facilitation and management of the
sub-grant making process through Grants Manager as per Africare Grants manual,
in tandem with donors’ rules and regulations on financial management.
3.2
Prepare and
facilitate external audits as appropriate in consultation with donor
requirements
4.0
General
Administration
4.1
Ensure that adequate internal controls and procedures
are in place, understood and adhered to.
4.2
Remain up-to-date on Government of Tanzania and
Government of United States financial management and reporting requirements.
4.3
Oversee the maintenance of an assets register.
4.4
Supervises and coordinate the work and assignments
performed by the field staff including allocation and/or review of duties as
appropriate from time to time.
5.0
Procurement
of Goods and Services
5.1
Work closely with project’s Procurement/Logistics
office to ensure procedures are complied with as specified in Africare
procurement policy for goods and services.
5.2
Maintain service agreements with Africare
contractors/providers of goods and services.
6.0
Representation
6.1
As a member of the Project’s senior management team,
maintain good relations with Africare stakeholders including Donors,
Government, collaborating partners and communities, adequately espousing
Africare principles at all times.
Observe
the functions of the positions as one of the “key personnel” listed in the
donor grants agreements
Qualification and competencies:

A degree or postgraduate qualification in
accounting and finance.
·
CPA holder
·
Experience in managing USAID funded projects is
a MUST

Skills and experience
·
Minimum of 5 years experience as a Senior
Accountant or Finance manager preferably in the international donors.
·
Experience with the NGO sector as well as
handling a diverse portfolio of funds from International donors.
·
Conversant with computerized accounting packages
including data presentation, Excel,QUICKBOOK and MS Word.
·
Proven strong analytical and problem solving
capabilities.
·
Must have excellent coordination, organizational
and inter – personal skills.
