Project Description:
The consultancy is requested to assist NAOT in redesigning and applying a reformed M&E system over the course of the budgetary year 2014 – 2015. To be specific, the support should focus on three main results:
- Develop a coherent, effective and efficient M& E system
- Assist in rolling out, implementing and training on the new M&E system
- Coaching of core staff who will be responsible for coordinating collection and analysis of data and reporting as well as selected staff of reporting units
Key Deliverables:
- Revised templates for monitoring, evaluating and reporting, including management response follow-up in accordance with the specifications provided above;
- Documentation of new / changed processes
- Practical guidelines / instructions / how-to notes advising users on the use of formats;
- Revised KPIs with baseline data;
- Identified M&E Champions from the most relevant units;
- Approval by management on process, formats, M&E champions and incentive system;
- Training concept and concept for multipliers;
- Conduct of 4 conceptual awareness raising trainings, including training materials;
- Conduct of at least 4 technical planning workshops, including guidance materials;
- A fully coached M&E cycle, including revisions of templates/ guidelines if necessary and revision of recommendations for M&E Champions from the most relevant units after coached M&E cycle if necessary.
Qualification criteria for Team Leader:
- University degree in Economics, Political Science or other directly related discipline or equivalent experience.
- Background in Public Financial Management
- Strong expertise in external financial control/strengthening of Supreme Audit Institutions as well as M&E
- Minimum of 10 years working experience in related areas of strategic planning, M&E, and public financial management
- Proven experience as a Team Leader for similar assignment
- Proven track record in conducting change processes within public administration
- Proven experiences in training and development of curricula
- Full proficiency in English is required, Kiswahili is an asset
- Excellent communication and report writing skills
- Previous work experience in Tanzania is a merit
