Description: | | Cardno Emerging Markets USA, Ltd. (Cardno) is seeking aDirector of Monitoring and Evaluation (M&E) candidates for an anticipated USAID-funded program in Tanzania to manage and coordinate public-private partnerships (PPPs) in the health sector.
The Director of Monitoring and Evaluation (M&E) will be responsible for developing the project M&E plan, setting up and managing data collection systems, assisting PPP implementing partners in the set up and management of their respective M&E systems and reporting on and analyzing project results. S/he will work with Cardno’s home office staff in the development of M&E tools and applications, as required by the project’s results framework and activities timelines. The Director may also design and manage evaluations of PPP implementing partners including program evaluations and impact evaluations. Baseline. S/he will help document the project’s progress and achievements, and prepare briefings and presentations for donors, MOH officials and project partners.

Qualifications: | | ■ Minimum 7 years in monitoring and evaluation of public health programs in developing countries. Tanzania experience highly desirable.
■ Strong understanding and experience with PEPFAR performance frameworks and indicators
■ Experience with designing and managing program evaluations, surveys or impact evaluations
■ Experience providing training and mentorship in monitoring & evaluations tools and systems
■ Excellent written and oral communication skills with experience in presenting to professional audiences.
■ Masters degree or higher in public health, biostatistics, social sciences, or related field
■ Organized individual with excellent writing skills, with proven experience in writing reports.
