CUSTOMER SERVICE OFFICER
Reports: Business Manager
DUTIES AND RESPONSIBILITIES
1. Head of customer service Section will be responsible to all matters related to customer service.
2. Making follow-ups on customers’ complaints and ensuring that proper and timely remedial action is taken to provide the required service.
3. Creating and maintaining all the time the good image of the authority.
4. Collection of all kind of customers’ data and preparation of specific customers’ data required for specific analysis and actions.
5. Making sure that all identified and approved vulnerable groups/people (poor) are provided with free water service.
6. Making sure that all new customers’ are registered on the database with the accurate account numbers.
7. Ensuring timely payments of all water kiosks as stipulated in the Accounts receivable policy.
8. Making sure that all authorized reconnections are carried out in time as per customer’s service charter.
9. Making sure that all kind of customer’s data that are required for specific analysis and actions are available all the time.
10.Making timely follow up of customers’ queries received by the Authority until their final settlement.
11. Up-dating of customers’ data in the database.
12. Replying all queries, inquiries and criticism against the authority.
13. Keeping records of all customers and public comments regarding the Authority
14. Making sure that all the complaints and information through the tall free calls are being attended.
15. Carry out any other duties as may be assigned.
QUALIFICATION
1. Holder of a Diploma in Business Administration or Marketing.
2. Candidate must possess five years working experience in water sales operations and water meters managements.
3. At least three years in a customer record, billing or any other related field.
4. Computer literate, preferably in one or more billing software.
ADMINISTRATIVE AND HUMAN RESOURCES OFFICER
Reports: Managing Director
DUTIES AND RESPONSIBILITIES.
1.Preparing and maintain schedules of Human Resource and skill inventory by department/section for the Authority.
2 Coordinate and ensure proper upkeep of personnel records.
3 Ensuring that human resource policies and regulation, standing orders, staff circulars are interpreted and implemented effectively.
4 Ensure staff are trained and motivated for efficient performance
5 Ensure smooth discharge, maintenance and scheduling of administrative activities such as, registry activities postal service, transportation, insurance of property and workers, proper housekeeping environment up- keeping etc.
6 Process recruitment, promotion and confirmation of employees as directed
7 Manage staff discipline by counseling where necessary for betterment of performance.
8 .Assisting the management in preparation of voluntary agreement, negotiatingwith Trade Unions and administering proper industry relation and high work morale programmes
9 Undertake training needs assessment and prepare annual staff training and development programme.
10 Advising on employees benefits entitlements and welfare as well as process annual leave for staff
11 . Establishing and maintaining ‘Human resources information systems.
12 Ensuring that annual performance appraisals for all staff are carried out.a
13 Perform any other duties as may be assigned by the managing Director
QUALIFICATION .
1 Holder of Degree in Human Resources Management/Public Administration or its equivalents
2 Ihe candidate should have least five (5) years working experience from a reputable organization.
3 Must be a computer literate preferably in Human resource management software
PLANNING AND CONSTRUCTION ENGINEER
Reports: Technical Manager·
DUTIES AND RESPONSIBILITIES
1. Head of section responsible forplanninq, design and construction of water supply and sewerage netwerk. ..
2. Data collection analysis, system design and preparation of procedures for urban water supply and sewerage network.
3. To carry out technical, economic, social and financial appraisal of a proposed project and make recommendation to the management. .
4. To prepare master plan for urban water supply and sewerage network.
5. Establish water supply, sewerage and structural design standard and specifications for all development works undertaken by the water Authority.
6. Recommend physical and financial performance targets for projects implementation in
consultation with the technical manager.
7. Ensure that proper construction progress records are kept and periodic progress reports are produced from each contract.
8. Carrying out master planning for urban water supply and sewerage network.
9. Asses design and supervise extension of water distribution.
10. Carry out any other duties as may be assigned.
QUALIFICATION
1 Holder of a Degree or its equivalent in Water Resources/Civil Engineering: Must be registered with the Engineers Registration Board of Tanzania.
2 Computer literacy, preferably in one or more design and drawing programmes and must have strong negotiation and analytical presentation skills.
3 At least 3 years working experience of which two (2) years must be in water sector
TECHNICAL MANAGER
Reports: Managing Director
DUTIES AND RESPONSIBILITIES
1. Head of the technical department responsible for water production, water distribution, and waste water disposal; planning, designing and construction, maintenance and repair activities of the Authority.
2. Responsible for the performance’of all water supply and sewerage systems according to agreed performance and public health standards.
3. To develop the reporting and information requirements for monitoring operating performance of water production, sewerage, and maintenance and repair operations.
4. Oversees the prudent management of the Authority’s resources, and maintains proper records of those resources; ensure smooth running of all Authority’s Projects from project inception to implementation stage.
5. Recommend and ensure compliance of policies, standards and procedures for the control of water quality.
6. Reviewing annual budgets and manpower plans for the Technical Department.
7. Develop of water quality monitoring and co-ordinate the sampling of water supplied.
8, Prepare /Review annual budgets and manpower plans for the Technical Department.
9.· Advise the Authority in all Technical issues.
10. Carry out any other duties as may be assigned
QUALIFICATION
1. Bachelor’s degree in Civil/water Engineering. A candidate with a postgraduate qualification in a related field or Manaqernent will be an added advantage.
2. Registered with Engineers Registration Board of Tanzania.
3. With at least 5 years working experience as a Senior Engineer in Water and Sewerage Section.
4. Must be a computer literate.
PLUMBERS (2 POSTS)
Reports: Planning and construction Engineer
DUTIES AND RESPONSIBILITIES
1. Connecting new customers to the water system after paying their new connection fee .
2. Ensuring that new customers are reported to the Business department.
3. Ensuring that all reported leakages are curbed promptly.
4. Preparing monthly and quarterly reports
5. Detecting, reporting and taking measures against illegal connection which have been noticed
6. Ensuring that customer meters are shifted outside of their houses
7. Carrying out any other duties as may assigned the utility Manager.
QUALIFICATION
1 Holder ofform four (IV)NI
2 Holder of trade test I in plumbing and fitting from VETA or any other recognized vocational training Institution
3 At least three (3) working experience.
METER READERS
Reports: Zonal supervisors.

ACCOUNTS ASSISTANT (1POST)

DUTIES AND RESPONSIBILITIES
1. Receiving properly and accounting for all the cash. and cheques from water and sewerage customers.
2. Tallying of cash received with receipt book totals.
3. Keeping in safe custody all moneys received under lock and key; transfer it to Revenue Collection supervisor for daily banking.
4. Maintaining adequate and accurate records of cheques received.
5. Ensuring that cash balances are done on daily basis.
6. All work order form are completed and signed daily.
7. Handing over cash to Revenue Collection supervisor by using a proper handing over procedure.
8. Perform any other duties as may be assigned.
QUALIFICATION
1. Holder of diploma in accounts IATECH or its equivalent
2. . Candidate must posses computer knowledge with accounting package. Knowledge on billing software specifically on cash points will be an added advantage.
3. At least three (3) years working experience.
DRIVER (1 POST)
Reports: HR and Administration Officer
DUTIES AND RESPONSIBILITIES
1. Carry out minor repair, such as fixing punctures, cleaning spark plugs or adjusting carburetor.
2. Keep and maintain the vehicle and accessories in good condition.
3. Supervise and verify regular servicing and repairs of the vehicle.
4. Maintain vehicle log book and record all movements accurately and timely
5. Verify repair undertaken on the vehicle.
6. Report on major problems of the vehicle.
7. Carry and deliver mail and parcels from KUWASAto other offices.
8. Ensure that proper actions as required by rule and regulations are taken in case of involvement in accident.
9. Observe governing traffic rules and regulations as regards to vehicle handling.
10. .Advise the supervisor on vehicle abnormal operation that might have negative impact on performance.
11. Carry out any other duties as may be assigned.
QUALIFICATION
1. Holder of form IV/VI with Trade test I (Driving and mechanics) with a clean and valid class C driving license with. Mechanics knowledge will be an added advantage.
2. Attended driving course from the National Institute of transport/VETA or any reputable institution experienced in driving public vehicles.
3. At least two years working experience.
BILLING OFFICER (1 POST)
Reports: Business Manager
DUTIES AND RESPONSIBILITIES.
1.Ensure that meter readings are accurately entered to the system as per schedule and post validation reports are printed.
2 Ensure that bills for water are printed as per timetable and promptly rendered to the meter readers for distribution.
3 Check bills calculations document proposed amendments and forward them for authorization.
4 Maintains appropriate databases of customers in the billing issues and of .services rendered to them.
5 Receive all authorized amendments to customer bill customer details and make necessary corrections.
.6 Ensure the proper maintenance of all customer accounts.
7 Making verifications of customer’s water bills.
8 Prepare all necessary weekly, monthly and annual reports pertaining to customer bills.
9 Assist in fault tracing in case of software or hardware problems.
10 Counter checking the customer water consumption against previous months in order to discover any abnormality.
11 Runroutine network maintenance and back up procedures.
12 Prepare and print customer water bills.
13 Prepare a monthly analysis of outstanding debts by age and customer types.
14 Advise the Business manager on all matters pertaining to customer services in the billing/water meter management and ensure..thatthe manager is at all times appraised of opportunities and threats in the billing/water meter management activities that have a bearing on the Authority’s service delivery.
15 Maintain an appropriate database on the Authority’s water meters.
16 Carry out any other duties as may be assigned. .
QUALIFICATION
1. Holder of a Diploma in Database Management.A candidate with a degree or advanced diploma in database management will have an added advantage.
2. Candidate must possess three years working experience in water sales operations and water meters managements.
3. At least two years as Customer Record and Billing personnel in related field.
4. Competent in one or more billing software.
MAINTENANCE AND REPAIR SUPERVISOR (1POST)
Reports: HR and Administration Officer
DUTIES AND RESPONSIBILITIES
1, Carry out maintenance and repair works of all vehicles, motorcycles, mechanical, electrical installations and equipments in the Authority including water meters in accordance with the schedule prepared.
2. Monitor and certify vehicles, motorcycles, mechanical and electrical works done by external service providers.
3. Monitor the trends of performance of all plant machineries and advise on all aspects of that might have an impact on their efficiency.
4. Maintain all records on all vehicles, motorcycles, mechanical and electrical related equipments and prepare periodic reports outlining the performance of the same.
5. Prepare the timetable for the motor vehicle, plants services and maintenance.
6. Carry out regular inspection and maintenance requirements of the Authority’s vehicles, motorcycles, infrastructure, equipment and fittings in order to ensure that they all are in sound condition.
7. Timely attend to unscheduled maintenance and repair works.
8. Conduct general service and minor repair to motor vehicle and plants.
9. Initiate the annual budget for motor vehicle and plants services and repair.
10. Carry out any other duties as may be assigned.
QUALIFICATION
1. Must be a holder of Full·Technician Certificate /Diploma in Mechanical preferably in motor vehicle mechanics/Automobile from a recognized Institution.
2. Must possess a clean and valid class C driving licen_se.
3. Computer literacy
4. At least five (5) years experience.
