WFP is seeking an international expert on Disaster Management to work with the Ministry of Humanitarian Affairs and Disaster Management in Juba for at least 6 months from March 2013. The experts are required to be familiar with the context in the greater Horn of Africa and have proven experience in capacity development with national institutions in the region.
The key responsibilities of the expert will be to work with a local expert and ministry staff to set up an early warning and disaster preparedness office and provide training and technical guidance. On the strategic side the expert will support the Ministry in implementing its strategic plan and backstop the preparatory activities for formulating the National Disaster Management Policy. Duties and Responsibilities The international expert will be expected to work closely with the Director General for Disaster Management and Director of Relief and Food Security (RRC). The expert will provide strategic advisory support and will develop work plans in line with RRC/MHADM strategic plans and report progress of work on a quarterly basis. The main task of the expert will be to support RRC/MHADM to develop early warning and disaster preparedness system to improve the detection, monitoring and mitigation of threats to food and livelihood security. The specific tasks of the expert will include, but not limited to, the following: 1) Design and oversee strategic capacity development actions on early warning and preparedness, including a training needs assessment and plan. 2) Develop a system of information management flow from early warning stage to disaster preparedness and planning according to international standards. 3) Supervise the national early warning expert and systematic implementation of all activities envisaged in the LOU. 4) Establish minimum early warning core functions at the RRC/MHADM including: hazard detection, monitoring and reporting. 5) Review existing documents on disaster management and support the preparatory processes for developing a national disaster management policy 6) Elaborate the institutional requirements needed to implement a national early system outlined in the strategic plans of RRC/MHADM.
Qualifications and experience Education: A post-graduate degree in agriculture, economics, geography or other relevant field from a recognized university. Skills: Skills in designing and running institutional capacity development programmes Good communication skills (both oral and written); Ability to work in a multi-disciplinary environment; Knowledge in emergency management and preparedness. Experience: At least 3 years of proven experience in the area of early warning and emergency preparedness and institutional capacity building. Knowledge of South Sudan, GIS and Remote Sensing will be an added advantage.
