DanChurchAid (DCA) is currently looking for a Technical Advisor for the Humanitarian Mine Action (HMA) Program in South Sudan. DCA’s HMA Program in South Sudan commenced in 2012 and is an integrated part of DCA’s portfolio of programs under the Regional Office in Juba. The HMA program focuses on clearance of UXO spot tasks; Risk Education; sustainable national capacity building; and will in 2013 also carry out a baseline study to develop future work for Armed Violence Reduction. DCA strives to incorporate HMA activities with livelihood and other programs implemented out by the DCA Regional Office and ACT Alliance organizations and partners to ensure synergy and long term effects of clearance activities.
The Technical Advisor will refer to the International Operations Manager, and be responsible for training and developing identified candidates for EOD response including field deployment of units. This will be achieved by assessing the needs of the recipient, developing the instructional material, delivery of the programs, assessments of the students, post course critiques and post course revision of the training material. The TA will deploy with the EOD team to further build the capacity of the team’s management. This is expected to take between 8 -10 months following the initial training, though it will be at the discretion of the Operations Manager to determine the timeframe.
The Technical Advisor will have the following overall main responsibilities:
• Creation of a structured training and development program for partner • Review and monitoring of capacity building efforts and outputs • Training of personnel according to needs • Monitoring and evaluation of Partner EOD operations • Mentoring of Partner • DCA QA / QC of Partner Qualifications required: • Previous instructional experience at either Military Schools or Civilian equivalents • Ability to self-task and manage expectations • Proven ability to liaise with national authorities and organizations within mine action • EOD level 4 certificate essential • Knowledge and experience of EOD/ERW clearance methodologies is essential • Proven record/good understanding of capacity building • Work experience from previous positions in Humanitarian Mine Action as International EOD TA highly desirable • Ability to establish overview and structure in a sensitive environment • Willingness to corporate and coordinate with the non-operational units in the programme and persons from varied backgrounds and cultures • Computer literacy essential including proficiency in excel, word, power point etc
• Fluency in English essential • Previous working experience in South Sudan desirable DCA offers: • One year contract starting 01 May 2013 • A competitive salary package • 6 weeks of annual leave • Insurance as per industry standards
