Subsequent to the adoption of the Provisional Constitution in August 2012, the Government of Somalia is implementing a national development strategy, which includes developing the justice sector and rule of law within the country. Consequently, the Minister of Justice has requested assistance in the development of an institutional strategic plan to meet the challenges ahead, including the development and implementation of the Provisional Constitution, to enable the Ministry to meet its mandate.
IDLO is seeking a Senior Strategic Planning Expert, to be based in Nairobi with visits to Mogadishu and Garowe, Somalia for a period of 23 consultancy days. The Expert will carry out his/her work in Nairobi and will be able to make use of facilities at the IDLO Nairobi office. The Expert will be under the supervision of, and reporting to, the Somalia Country Representative and will advise the Ministry of Justice on the following: Framing the key issues for the Ministry of Justice and the development of the justice sector in Somalia from 2013-2017; Assessing the mission, vision and values of the Ministry of Justice; Determining the challenges and opportunities facing the Ministry of Justice and the justice sector in Somalia; Quantifying the goals and objectives of the Ministry of Justice; Prioritising, sequencing and costing the needs of the Justice sector in Somalia; Developing and implementing a public communications strategy and implementation and monitoring plan; and Training the Ministry’s change management team on the approved strategic plan and on its implementation.
