DEMOCRACY AND GOVERNANCE SPECIALISTS in KENYA


Tetra Tech ARD headquartered in Burlington, Vermont and Washington, D.C., is accepting expressions of interest from qualified Specialists for an upcoming local governance project in Kenya. This project will build the capacity of local governments, improve service delivery at the local level, establish communication and coordination mechanisms between the central government and county governments, and strengthen the role of civil society as a partner in governance at the local level.
Seeking specialists in the following areas: *Legislative Reform, *Fiscal Decentralization, *Public Financial Management, *Strategic Communications, * Monitoring and Evaluation, *Civil Society Strengthening, *Municipal Administration, *Municipal Service Delivery *National and Subnational Policy, and *Gender and Youth Advocacy
Desired Qualifications: *Advanced degree in political science, public policy, public administration, or relevant field; *5+ years of professional experience with local government development, preferably in an international development setting; *Specialization or expertise in one or more of the above skill areas; *Working knowledge of the devolution issues, challenges, and developments in Kenya as well as an in depth understanding of the political history and regional politics. *Ability to establish strong relationships with a range of organizations, beneficiaries and related parties (e.g., national and sub-national government, NGOs, private sector); and fluency in spoken and written *English is required *Prior experience in East Africa required; Kenya preferred. *Kenyan nationals strongly encouraged to apply; and
