ADVISOR FOR ORGANISATIONAL DEVELOPMENT AND NETWORK MANAGEMENT IN THE PROGRAMME BORDER MANAGEMENT IN AFRICA

THE CONTEXT
A structural cause of crises and conflicts on the African continent is the frequent inadequacy of border definition (delimitation) and the lack of visual markers (demarcation) of the borders between states. This applies to most international borders in Africa. In 2007 the African Union (AU) launched an initiative in the field of border management, the African Union Border Programme, under which the AU is currently surveying member states on the status of their national borders. The objective is to provide a complete picture of the legally binding borders for the first time, and thus contribute to the prevention of conflicts between neighbouring states. As part of its support to the African Union Border Programme, which it provides on behalf of the German Federal Foreign Office, GIZ is advising the African Union on coordinating and implementing its border programme at the different levels of the AU, the regional economic communities (RECs) and the member states. In consultation with the AU it is also assisting the member states directly with their delimitation and demarcation efforts and cross-border cooperation.
YOUR TASKS
You will support the technical, material and organisational implementation of the two components of the programme: ‘Strengthening the African Union Border Programme Unit’ and ‘Establishing and developing African support capacity for AU member states’.
Your most important tasks include the provision of technical and process advice to the AU and other relevant institutions in the member states at various levels, with the goal of enhancing their performance capacity. Your inputs will include advice on using innovative methods in training and further education measures, the improvement of processes, organisational development and the stronger networking of all those involved. For example, you will advise on curriculum development at universities and the strengthening of Africa-wide cooperative relationships between universities, research institutes, border commissions, NGOs and other networks.
Other tasks include advice on methods for creating and expanding a pool of expertise for tackling delimitation, demarcation and cross border cooperation issues. You will provide technical advice to the AUBP Unit on developing standardised modules for use in border management throughout Africa. Moreover, you will also promote policy development within the AU border programme by assisting with the drafting of national policies on border zone development and lobbying work by member states.
YOUR PROFILE
You have an university degree in political science, geography, International relations, sociology, economics, ethnology, organisational development or comparable qualification with the focus on organisational development or relevant work experience in the field of network building, adult education or training in Africa.
Ideally, you have three to five years of work experience and preferably related to African borders and development cooperation. You are familiar with the politics and development of countries in sub-Saharan Africa, not only in theoretical terms but also from your direct experiences working there. You already have experience as an advisor to national institutions or organisations.
You have strong intercultural competence, are communicative, client- and partner-oriented, have a sensitive approach to African ownership, and have very good organisational skills. A very high standard of English and French complete your profile.

The task involves a great deal of travelling, so you must be correspondingly flexible in your planning. You cope well with stress and are willing to work in remote locations with limited options for catering and accommodation.
