Background:
The five-year, USAID-funded Health Finance and Governance (HFG) project will increase the use of priority health services by strengthening health finance and governance systems in developing countries. The HFG team, led by Abt Associates, will support country partners to implement innovative and catalytic activities that advance their health system priorities. In particular, HFG will work with its partner countries in the areas of Health Financing, Improving Governance of health system management, and Developing Techniques to measure progress in health systems performance, especially around universal health coverage.
Objective:
Abt Associates seeks a Human Resources for Health Advisor (Principal Associate), who will provide technical and management support to the USAID-funded Health Finance and Governance (HFG), as well as other Abt initiatives. The Human Resources for Health Advisor will provide technical assistance for human resources for health (HRH) activities in low- and middle- income country and will support the growth of Abt’s HRH portfolio.
Responsibilities:
• Provide strategic and technical leadership in HRH. keeping Abt at the forefront of the field
• Perform complex and high level technical assistance assignments relating to human resource governance, management, policy, systems, and leadership development, including fieldwork, research, analysis, writing and presentations
• Negotiate with senior officials at the country levels and interface with donors
• Develop HRH methodologies and tools for use by decision-makers
• Produce analytic papers and policy briefs for specific assignments
• Contribute to business development for the growth of HRH programming
• Represent Abt through publishing papers and articles, participating in technical working groups, and presenting at international and regional conferences
• Lead teams of experts to carry out assignments in an efficient and effective manner
• Work well both independently, with minimal management direction, and within a team
• Able and willing to travel internationally up to 40% of the time

Qualifications:
• M.P.H./M.P.A./M.B.A. or Ph.D degree preferred
• Experience communicating, negotiating and working with international organizations and senior level government officials
• Strong research skills
• Extensive demonstrated experience in providing HRH technical assistance at the government level (Minimum 10 years)
• Field experience in Africa is required; preference for candidates who have lived extensively in Africa
• Demonstrated long-standing and interest and successful experience in health sector and policy issues and international development
• Excellent and proven communication, team building, consulting, writing and organizational skills
