General Background
Tumaini La Maisha was established in 2011 and is the first and only NGO dedicated to improving the wellbeing of children with cancer in Tanzania. Tumaini La Maisha is situated at Muhimbili National Hospital where it provides non clinical services to children with cancer, such as a school and play therapy programme, family support programme and a long stay house, Ujasiri House, for children and their carer’s.
Job Purpose, Duties & Responsibilities
Main purpose of the role
This position holds responsibility for the overall financial and administration management (accounting and reporting) of the Tumaini La Maisha (TLM) programme. The role will work closely with the Director to ensure financial transparency.
Overall Objectives
- Manage a transparent and accurate financial accounting system in line with local Laws and regulations.
- Support Country Director in planning and budgeting all financial aspects of the programme.
- Accurate financial reporting to our lead donor Children in Crossfire (CIC) and other donors
Financial Accounting
- Ensure that proper financial procedures and systems are operated and maintained throughout the organisation.
- Responsible for all local accounting of all programmes
- Set up, establish and monitor internal controls for all TLM activities
- Maintain a cash forecasting system to ensure that adequate funds are available to meet the working requirements of the organisation
- Monitor on-going levels of expenditure on individual programmes against budget lines, and provide timely advice of likely over or under-spends
- Reconcile all bank accounts, petty cash and cash floats
- Ensure proper processing of payroll for TLM Tanzania national staff
Financial Reporting
- Ensure compliance with TLM policies and guidelines and donor requirements.
- Ensure compliance with local regulations in respect of financial and other matters (e.g. Registration, FX, taxation and labour laws).
- Support the director in providing CiC and other donors with all necessary financial and other information when requested.
- Prepare budgets, amendments and forecasts working with the Country Director and the country management team.
- Prepare donor financial reports in line with donor reporting requirements.
Administration
- Ensure all national staff understand the processes for financial activity within TLM
- Stay abreast of TLM registration and legal status requirements.
- Ensure that all contracts entered into by TLM follow Tanzanian legislation and are in the best interest of the organisation
- Meet with local legal advisors and trustees when necessary.
- Maintain good communication with CiC Finance Manager.
- Provide administrative support to Human Resource Management e.g. drafting contract and managing leave schedules.
- Undertake procurement for the programme following TLM guidelines
- Be flexible in supporting the organisation in any other task/duty that is necessary to the programme.
Person Specification
Essential
- Accounting or finance-related degree and/or fully qualified member of a recognised Accounting Professional Association. (Relevant experience will be considered)
- Demonstrable understanding and experience of finance management within an NGO
- 3 years relevant work experience
- Experience of financial reporting to institutional bodies
- Familiarity with compliance systems (eg project donor requirements)
- Experience of providing Human Resource support to an organisation
- Strong communication skills, with excellent written and spoken English and Swahili
- Confident and proficient in the use of MS Office with advanced Excel proficiency
- Ability to establish strong working relationships with colleagues from different functions and cultures
- Experience of a flexible approach to managing and prioritising a high workload and multiple tasks
- Experience of proactively identifying and addressing issues
Desirable
- Experience of developing and implementing Human Resource policies and procedures
- Experience of working with an organisation from start up.
- Knowledge and understanding of Tanzanian labour law

- This position is an initial 2-year contract with a 3 month probationary period
- Typical working hours are 8am – 5pm Monday to Friday
