Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.
Background
The Sub-Saharan Africa Department of the Transparency International Secretariat (TI-S) is initiating a new 5-year regional Programme to provide support to and reinforce the work of TI’s national Chapters on the African continent. This Regional Programme will be implemented by the Department in collaboration with the African Chapters of TI. It is structured around six Components: regional network strengthening, anti-corruption solutions and knowledge, people engagement, public sector integrity, climate governance integrity and business sector integrity. The present position focuses on the Public Sector Integrity (PSI) Component of the Regional Programme. The Component’s objectives are:
• To generate robust evidence on public sector corruption risks in Sub Saharan Africa, at national and regional level;
• To provide anti-corruption stakeholders such as civil society, private sector and government with the tools and solutions to advocate for change leading to a better governed and more accountable public sector.
The Public Sector Integrity (PSI) Component of the Regional Programme will seek to implement the approach of TI’s global public sector integrity programme (as set out in TI’s new Strategy and its corresponding implementation plan; http://www.transparency.org/about_us/strategy_2015) at the regional and national level in Africa. It includes applying a range of diagnostic anti-corruption tools, working (through the National Chapters of TI) with governments on specific solutions for strengthening public sector integrity and using accountability mechanisms for holding government and the public sector to account at the national and local level.
Main function: Working under the supervision of the Africa Regional Programme Manager and in close collaboration with the global Public Sector Integrity Programme of TI, the
PSI Programme Coordinator for Africa coordinates the work flow, financial and administrative management of the Programme’s Public Sector Component and its activities in Africa, ensuring that agreed goals, best practice standards, donor obligations and TI-S regulations are met. S/he ensures that systems, procedures and approaches are effective, service-oriented and user-friendly, while ensuring that African Chapters of TI are actively encouraged and supported to develop their public sector integrity work. S/he is responsible for the timely implementation of the Component’s regional activities and for overseeing the implementation of the related activities implemented by the Chapters in the region.

Responsibilities:
• Ensure that all donor contractual obligations (financial management, fund transfer requests, procurement regulations, etc.) are met in a professional, transparent and timely manner.
• Prepare the Component’s financial and narrative reports for donors.
• Develop, maintain, coordinate and monitor the implementation of Component-wide work-plans, budgets, reporting cycles and information systems across TI-S.
• Develop and administer sub-grants and contracts with Chapters and external service providers (including financial management and results reporting), ensuring timely and cost effective delivery of results and activities.
• Implement regional activities and take responsibility for their success and outcomes.
• Manage consultants and experts providing input into the Component’s work.
• Ensure the smooth administrative execution of the Public Sector Integrity Component.
• Provide required support in the development of funding applications and negotiation of contracts.
• Any other tasks identified by the line manager necessary to ensure that the Public Sector Integrity Component is implemented successfully.
Knowledge, experience and skills:
• Undergraduate university degree or professional qualification in business administration, management, social science, public administration, economics, or another relevant Component issue
• 5+ years of project management experience with an International NGO or International Organisation, or Multinational Organisation with a demonstrated in depth knowledge on project management best practices
• Sound knowledge of tools, research methods and policy issues in the good governance and anti-corruption field
• Very strong language skills in both English and French required; Portuguese an advantage
• Experience or sound understanding of decentralization processes and local governments and other public sector integrity issues an advantage
• Professional experience in the field of social/political activism and/or campaigning an advantage
• Track record in fundraising an advantage
• Working knowledge of MS Office, online communications and related applications, including Excel.
