I. BACKGROUND: Support and Assistance To Indigenous Implementing Agencies (SAIDIA), is a US President’s Emergency Plan for AIDS Relief (PEPFAR) funding initiative composed of two member organizations, both working hand-in-hand with the GOK and in close collaboration with sixteen indigenous organizations that were selected as implementing sub-grant partners. The two member consortium is led by Catholic Relief Services (CRS) which manages all sub-grants and takes the technical leadership in Palliative Care, Basic Care and Support, OVC, Health Systems Strengthening, Abstinence and being faithful and Prevention of Mother to Child Transmission of HIV/AIDS while Jhpiego leads in ART Services, TB/HIV, and Testing and Counseling.
2: PURPOSE OF THE GRANTS MANAGEMENT TRAINING CONSULTANCY:
1. Train the managers of the sixteen indigenous organizations in grants process, application of funding, notice of award, restrictions and response to technical review comments and financial management including accounting requirements in line with the USG funding requirements. The trainings will be conducted in close consultation with CRS and CDC Kenya following CDC grants management guideline.
3: RESPONSIBILITIES The consultancy team will be responsible for: • Review grants management training needs of the grantees and tailor the training program as per the need. • The consultants/trainers shall adapt trainers and participants manuals on USG grants management. • Shall submit the manuals to CRS for printing • Shall conduct a 5 day training sessions as well as the group work sessions in a participatory manner • Shall develop and submit training reports
Place of Performance: The place of performance is Nairobi or any other conducive learning place in the Republic of Kenya.
Period of Performance: The total period of performance will be 10 days in between August and September 2012 THE CONSULTANTS The qualified Consultants:
• Will comprise a maximum of 2 members and one of the two will be the team leader. • Be a reputable organization/ group/ team with proven track record in conducting grants management trainings in line with USG guidelines. • Consists of individual consultants who possess graduate degree in Finance or Business Administration. Advanced educational background in the above mentioned discipline will be an asset. • Minimum 5 years of experience in training partners in USG grants management and has managed USG grants. • Excellent computer literacy (internet, software such as word, excel, PowerPoint, etc)
SUBMISSION
• Letter of expression of interest and demonstration of capability • Evidence of past experience in undertaking similar assignments (three most recent documents) of similar works done • At least three previous clients and their contacts • Both a technical quotation (how you propose to undertake the assignment, and work plan) and a financial quotation (cost in Kenyan shillings )
