The Project of Support Program to the Development of the Forestry Sector in Rwanda (PAREF Be 2.) is a public project funded by the Kingdom of Belgium, represented by the Belgian Technical Cooperation in Rwanda (BTC) and the Government of Rwanda represented by the Ministry of Natural Resources (MINIRENA). The PAREF Be 2 project is implemented by the Rwanda Natural Resources Authority (RNRA), though the Department of Forestry and Nature Conservation (DFNC).
The RNRA is a public institution established by the law N0 53/2010 of 25/01/2011, is located in Gasabo District (Remera Kisementi), it heads the management of promotion of natural resources which is composed of land, water, forests, mines and geology. It is entrusted with supervision, monitoring and to ensure the implementation of all issues relating to promotion and protection of natural resources.
In order to implement the PAREF Be 2 project, the Rwanda Natural Resources Authority is seeking to recruit the staff whose positions and respective terms of reference are shown in the following table:
1. ADMINISTRATIVE & FINANCIAL MANAGER (1)
Tasks:
• Supervise and control the whole system of sending and receiving correspondence (mail in, mail outs, reports, notes, filling);
• Monitor and control any other administrative or organizational as may be assigned by the Project management (organizing meetings, logistics ...) ;
• Management of project staff ;
• Participate in the elaboration of tender documents and agreements and monitoring the conformity of these before transmission;
• Prepare procurement contracts and then monitor and control their implementation;
• Ensure the effective and efficient management of human resources and logistics of the project;
• Participate in evaluation of staff performance of the project;
• Advise management of the project for the improvement of administrative management procedures;
• Contribute to capacity building of staff and project partners (operators, districts, RAB…) in terms of administrative management;
• Supervise and monitor the work of the accounting service;
• Verify compliance with the vouchers and payment requests;
• Validate the financial reports of districts;
• Develop specifications and follow the audits of the accounts of districts;
• Monitor and record monthly consolidated accounting of various project components;
• Check the fund management of mini-expenses;
• Support the project management for planning and budget monitoring;
• Prepare quarterly fund-raising;
• Prepare budget revisions as needed;
• Prepare monthly financial reports, quarterly and annual reports for partners (MINIFOM, NAFA, MINECOFIN, CEPEX, Embassy of the Netherlands and CTB) and prepare responses to possible questions and requests for explanation of the latter;
• Contribute to capacity building of staff and project partners (operators, districts, RAB) in financial management;
• Advise management of the project for improvement of financial management procedures and project accountant.
Minimum requirements:
- Master’s (DESS, Bac+5) degree in accounting, Management, economics, public administration, with 2 years of experience after obtaining Msc degree or 5 years of experience after obtaining Bachelor degree (Licence) in development projects, accounting, auditing, economics, public administration;
- Master the accounting & auditing procedures and projects financial management software’s;
- Having a solid working experience in the business administration, accounting and auditing;
- Demonstrate a good experience in managing teams;
- Having enough communication skills, organizational, analytical and writing;
- Mastering French and English with a working experience in both languages.
- He / she will work in the unit of project management, in a team of a dozen people and will be responsible for administrative management and collaborating with RNRA staff and those employed by the project;
- He / she will have opportunities for job training, including control procedures and management tools developed by BTC.
2. SECRETARY (1)
Tasks:
• Servicing the secretariat of the PAREF Be 2 Project (Writing letters, reports, various documents)
• Ensure the reception of visitors
• Ensure the receipt and transfer phone calls;
• Perform the receipt, recording and filing of incoming and outgoing mail;
• Ensure the management of archives of the project PAREF Be 2;
• Establish and maintain the agenda of the direction of intervention and any other document relating to the daily management of the project;
• Maintain a database relating to the activities and information about the project;
• Keep the filing according to the model and existing guidelines;
• Support the staff of the PAREF Be 2 project in the implementation of activities;
• Any other activity leading to the successful implementation of the project upon the request of the project management;
• Perform all usual functions of a secretary and any other activity or function required by the project managers in the activities of the secretariat.
Minimum requirements:
- Bachelor (Licence / Ao / Bac+3) in Secretariat or public administration with 3 years of experience after obtaining Bachelor degree or 5 years of experience after obtaining A1
- Experience in a similar position within a development project, organization or corporation of large size;
- Having knowledge in the business administration;
- Knowledge of computer (Windows Word, Excel, PowerPoint), learning ability to use computer programs;
- Have a sense of responsibility and ability for teamwork;
- Fluency in French, Kinyarwanda & English.
3. MONITORING & EVALUATION OFFICER (1)
Tasks:
• Proceed by reading the logical framework in general and in particular indicators (impact, effect, and results of activities) to implement the project of the Permanent Information & Evaluation System (PSIS) for forestry sector in Rwanda;
• Develop terms of reference (TOR), supervise the implementation and validate studies and surveys relating to the preparation of the baseline of technical, environmental and socio-economic in the project intervention zones ;
• Develop TOR of studies to evaluate the effects and impacts of the project, its contribution to the forestry sector to poverty reduction and sustainable socio-economic in the project intervention zones;
• Monitor compliance with the timing of implementation and the respect of technical standards in the implementation of project activities based on progress reports of activities and field trips;
• Inform management of the project as soon as possible of any problems found and propose appropriate corrective measures;
• Prepare reports required for monitoring and evaluation of project activities;
• Recommend to the program management on improvements deemed necessary to improve efficiency (i.e. how convert the activities into results) and efficiency of the project (i.e. how the results contribute to the achievement of the specific objective);
• Validate and consolidate the programming activities of districts and contribute to the development of financial planning by providing technical information required;
• Develop the technical content of contracts and financial performance of operators who will be recruited for the implementation of project activities;
• Assist in identifying needs and scheduling activities on continuous capacity building of project partners based on observations made in the monitoring and evaluation and incorporate training activities for the M & E;
• Capitalize on the technical and methodological achievements of the project;
• Provide the technical information to the management of the project.
Minimum requirements:
- Master’s in Forestry (with Bsc in Forestry) with 2 years (after obtaining Msc) of experience in similar works or Bachelor of Science in Forestry / Agroforestry (Ao) with an A level in Forestry (A2) with 4 years (after obtaining Bachelor) experience in similar works;
- Solid working experience within a project, program or organization deeply involved in forestry, agroforestry or rural development through afforestation;
- Master the tools and methods of monitoring and evaluation;
- Proficiency in computer software under Windows: Word, Excel, Access and PowerPoint, knowledge of GIS is an asset;
- Have a sense of responsibility of the organization and strong ability to work in teams;
- Fluency in Kinyarwanda, French and the English.
4. TRAINING & COMMUNICATION OFFICER (1)
Tasks:
• Identify themes, formulating the content, budget and schedule the necessary training program for capacity building of actors involved in the implementation of the project;
• Contribute to the identification of expertise for the implementation of training modules for target groups and institutions and content development contracts for service delivery;
• Validate the content of modules programmed and contribute to the elaboration of training reports;
• Organize and supervise the progress of the training;
• Develop and supervise the training program, structuring, institutionalization, leadership and support to forest management committees to be established to ensure the sustainability of project outputs;
• To animate consultation frameworks "joint Forestry Action" at central and decentralized levels;
• Support environmental education activities;
• Oversee communication actions underpinning the MINIRENA / RNRA-DFNC;
• Capitalize the technical and methodological achievements of the project in the areas of training and communication;
• At the request of the Director of Intervention and / or Delegate to co-management, participate in any other activity relevant to the performance of the project.
Minimum requirements:
- Bachelor (Ao) in Communication, Social sciences, Forestry extension, Environmental education, Agriculture Extension, Rural Development;
- Having knowledge or experience in forestry and / or in training is an asset ;
- Experience of at least 2 years (after obtaining the degree) in projects involved in institutional capacity building, in the transfer of skills to rural professional, organizations and adult learning; experience with the support and operation of training institutions;
- Experience in the field of environmental & forestry education is an asset;
- Good knowledge in computer especially Word, Excel and Power Point software, knowledge of editing, page layout and illustration are an asset too;
- Fluency in Kinyarwanda, French and English.
5. DISTRICTS SUPERVISORS (6)
Tasks:
• Participate in the process of developing, validation, updating and implementation of District Forest Management Plans (DFMP) and as part of the contribution of the project, support areas and districts in identifying sites for reforestation and afforestation to rehabilitate as a priority based on DFMP if they exist;
• Provide technical and methodological support to districts in their planning, putting in place technical and financial activities, implementation, evaluation and monitoring of project activities;
• Support and approve the feasibility of programming of the district based on the logical framework and agreements signed between the project and the districts and send it to project within the framework of presentation;
• Provide technical and methodological operators recruited for the implementation of project activities and prevent at the earliest project management in case of problems, suggesting possible solutions;
• Monitor at the district level, the success and timeliness of implementation of procedures for acquiring goods and services of the project (selection and compensation of providers and operators) and inform as soon as possible the project management in case of problems and delays encountered;
• Support districts in organization, facilitation of awareness sessions and implementation of any communication activity as part of project activities, in collaboration with DFO;
• Support districts for the creation and animation of the "Joint Actions" in forests and holding quarterly meetings involving stakeholders in the field of forest management and forest sectors;
• Collect information on the follow up and support the monitoring and evaluation missions mandated by the project management. Facilitate contacts with partners and project beneficiaries;
• Prepare periodic reports of activities requested by the project management;
• Participate, as requested by the Director of Intervention and / or Delegate to co-management in any other activity which contributes to successful project implementation.
Minimum requirements:
- Bachelor of Science (Ao) in Forestry or Agroforestry with A level (A2) in Forestry;
- Experience of at least 2 years (after obtaining Bachelor degree) in the technical fields of reforestation and management of “Haute Intensité de Main d’Œuvre (HIMO)”;
- Experience in institutional capacity building & support to rural professional organizations is an asset;
- Having the driving license of category A (motorcycle) is an advantage;
- Good knowledge of computer skills (Word, Excel & Power Point);
- Communication skills and leadership;
- Able to travel extensively on foot and on motorcycle to go on the intervention sites;
- Fluency in Kinyarwanda, French and English.
