JOB TITLE: Program Director
LOCATION: Nairobi, Kenya & Somalia (Countrywide)
DURATION: 3 years
SUMMARY: Relief International is currently recruiting a Program Director for an anticipated multi-year, DFID-funded Girls’ Education Project. Relief International is the lead in a 5 member consortium of international organizations.
ESSENTIAL RESPONSIBILITIES: Strategic direction and overall supervision and successful implementation of the program. Overall development and oversight of program work plans (interim and annual) and budgets based on expected program outputs and results. Liaise and consult with DFID, acting as the main representative and principal interlocutor. Manage partnerships with international organizations, local ministries and municipalities, and civil society organizations. Ensure sound administrative practices with regards to record keeping, compliance with DFID regulations, communications, etc. Fulfill all DFID reporting requirements. Ensure regular communication between field offices and HQ; this will include submitting required program reports in an agreed upon format. Manage recruitment of national staff and ensure that all internal administrative and HR policies and procedures are followed in accordance with established RI and DFID standard practices. Supervise and provide support to local and international consultants and staff hired to assist and work on the program. Monitor project implementation to determine the extent to which goals are being met; determine action to improve achievements. Ensure overall audit compliance, financial transparency through supervision and direction of financial and administrative staff. Maintain a suitable image for RI in Nairobi and Somalia. Represent RI at high level meetings. Travel within Somalia to ensure the well performance and implementation of the program. Coordinate activities internally with other RI programs in Somalia. QUALIFICATIONS: 10+ years of experience in senior project management, preferably in the field of education Experience managing field-based programs of scale, preferably on DFID programs. Experience in program design and implementation particularly targeting socio-economically marginalized communities in complex emergency and post-conflict settings. Ability to live, work, and travel within Somalia. Previous experience in Somalia. Fluency in English required; proficiency in Somali is a plus. Excellent diplomatic, interpersonal, and communication skills. Demonstrated decision making, problem solving, and team building ability. Experience administering sub-grants is preferred. Experience with civil society and community-based approaches is preferred.
