Purpose of position:
The IT and Telecommunications Coordinator is part of the Support Services team and is accountable, under the direction and guidance of the Support Services Coordinator, for coordinating and managing the development, installation, maintenance, management and support of information Technology (IT) and Telecommunications equipment, systems and services, supporting the Federation and the wider Red Cross movement operational activities in the country. Description of Key Duties and Responsibilities:
Lead the strategic direction of the department
Coordinate the operational services, assuring economic, efficient and effective management of IT & Telecommunications resources, and promote cooperation between the operating and participating national societies
Ensure alignment with International Federation guidelines and policies and compliance with local, national and international best practices, standards, regulations and laws
Ensure the effective functioning of IT and Telecommunications equipment as appropriate (this may include installation, maintenance and repair of telecommunications and computer equipment) and work closely with the national society counterpart, and with relevant staff and volunteers, analyze their existing skills, identify further skill requirements and provide the necessary support, development and training.
Provide hands-on IT & Telecommunications management:
Continually assess the IT and Telecommunications set-up and management and adjust it to support the operations in a timely fashion and within budget and quality standards (including compliance with safety and environmental standards)
Define (scope, timeframes deliverables/outcomes, costs etc.) the IT and Telecommunications plan in accordance with existing and planned needs and capacities, systems and applications
Initiate, prepare, execute, close, and monitor and control the IT and Telecommunications plan, including the management of inventory and the monitoring of costs
Ensure achievement of the outcomes/deliverables of the IT & Telecommunications plan in a timely fashion and within budget and quality standards (including compliance with safety and environmental standards.)
Advise upon and negotiate contracts for service provision in IT & Telecommunications including the authorization of official radio frequencies and other relevant authorizations
Set up procedures, operating and training manuals and participate actively in providing input and in testing new equipment, solutions and practices
Prepare accurate and timely reports, and oversee the timely delivery of required input and sectional reports from the department delegates
Oversee successful completion and/or transfer hand over of the IT and Telecommunications plan and/or its outcomes/deliverables
Build and maintain knowledge and understanding of the in-country IT and Telecommunications activities of the components of the International Red Cross and Red Crescent Movement.
Manage direct line reports and assigned resources (financial, equipment, ect.) soundly
Lead, direct and motivate staff to ensure the highest level of performance in their respective areas of responsibility, ensuring quality service, compliance, accuracy and timeliness
Focus the IT and Telecommunications department to ensure on budget delivery, in line with priorities and objectives
Ensure the IT and Telecommunications department is adequately staffed with competent personnel who are properly recruited, trained and managed
Ensure the appropriate departmental structure, and train, support and advise staff on IT and Telecommunications matters.
Assist the in-country Partner National Society (PNS) with IT and Telecommunications support on a cost recovery basis, and ensure the necessary accounting procedures and practices for departmental cost-recovery is in place, monitored, and carried out.
Position Requirements
Education:
2 to 4 years of university degree
Basic Delegates Training Course/ IMPACT or equivalent knowledge
Relevant advanced university degree (Master or equivalent) or equivalent qualification (preferred)
Experience:
5 to 10 year experience in computer systems (LAN, WAN, TCP/IP connectivity, e-mail application and user support domains) and in radio communication technologies (VHF, HF, ect) and in satellites (INMARSAT ect) including practice in electronic repair
Minimum 2 year relevant work experience managing contracts and/or mobile services
Experience in Telecom and radio use
3 to 7 year experience in working for a humanitarian aid organization in a low-income least -developed countries
3 to 5 year experience of managing and supporting expatriate and local staff
Minimum 2 year experience of working at field level in large-scale humanitarian operations
At least 2 year experience in planning, project management and reporting
Familiarity with current standards and guidelines
Previous long-term missions in Haiti
Acquinttance with International Federation policies, procedures and systems (preferred) Volunteer and/or work experience at national and/or international level in the RC/RC
Knowledge and Skills:
Good knowledge of computer equipment
Basic IT competence (Windows, Microsoft Office Programs)
Basic knowledge of logistics (preferred)
Available to work extra hours during response operations
