CRS/Rwanda is looking for a qualified individual with high profile in monitoring and evaluation including experience with operations research, leading and managing studies and consultants work, developing management information systems and M&E tools to fill the position of Head of M&E and Knowledge Management Unit. At CRS/Rwanda, the Head of M&E and Knowledge Management Unit supports the Country Program to have and manage adequate M&E tools to be able to strategically produce qualitative reports to its various donors and partners in timely manner. Ensure high level coordination with partners in the area of monitoring and evaluation; proactively play a key role in the growth of the country program in ensuring proposals for new projects have appropriate M&E tools and plans. Supervises, coach and mentor staff in the M&E and Knowledge Management Unit.
This position is considered part of the senior staff team and offers competitive working conditions.
The successful candidate will at minimum have the following Qualifications and Skills:
- At least a Master´s degree in a field related to international development, plus three year professional experience in M&E programming. Bachelor´s degree in statistics helpful.
- Familiarity with principles and current approaches to M&E of development programs using both quantitative and qualitative methods
- Familiarity with various donors (International donors)
- Understanding of USG expectations and trends for M&E (MEMS)
- Previous experience working with local partners organizations
- Previous experience with operations research and leading and managing studies and consultants
- Previous experience developing management information systems
- Demonstrated commitment to gender-responsive programming
- Fluency in English (written and spoken) French would be an asset
- Excellent oral and written communication skills, ability to work well with people, good judgment and commitment to CRS´ mission
- Ability to transfer knowledge through formal and informal training
- Willingness to travel approximately 25% of the time to remote areas of the country
- Proficiency in SPSS, EPI-Info, Excell and skills in analyzing, interpreting and communicating information to various stakeholders
