Position Description:
The FHI 360 Information Technology Applications Department (ITAD) is a globally recognized leader in applying information and communication technology (ICT) to accelerate development. ITAD collaboratively addresses needs and solves challenges through a combination of innovative design, technologies, and partnerships to improve lives. Working closely with public and private sector partners, the ITAD team develops self-sustaining solutions that help governments, private companies, civic institutions, and ultimately individuals leverage the most appropriate mix of technologies to meet their goals. We combine our expertise with the resources of multiple FHI 360 deparments and other partners to enable cross-sector and cross-technology solutions that optimize value for people across the world. Whether developing on-line training modules to improve teacher training, creating economic opportunities through expanded Internet connectivity, or enhancing efficiency and transparency of governance through greater information access, ITAD's approach is technology-neutral and results-oriented.

The ICT Director is responsible for developing and managing a set of projects which contribute to attaining Departmental objectives. Department Directors are responsible for the development and planning for new program activity, structuring and managing programs and project responsibilities, planning for long- and short-term development activities, and the regular contact and liaison with all key clients and donors supporting the work of the Department. The Department Director also has responsibility for all aspects of maintaining the quality of staff in the Department, staffing plans, training and staff development and succession planning. The Department Director will be evaluated on two key areas: Organizational Performance Efficiency to include end results/outcomes, staff motivation and performance, program innovation, timely deliverables and diversity of goals; and Organizational Cost Management to include balanced project and program management budgets, retention and growth strategic budgeting, indirect cost containment, and accomplishing financial planning goals.
Responsibilities/Essential Job Functions:
Broader responsibilities include both understanding institutional goals and strategies, interpreting how the Department’s mission fits within broader institutional goals and mission, and being able to effectively articulate that message to staff, funders, beneficiaries, and the broader development community. In line with FHI 360’s focus on multidisciplinary approaches, it also entails looking for opportunities for internal cross-center collaboration and cooperation across groups and units to increase organizational effectiveness and quality of development assistance.
Due to the cross-sectoral nature of ITAD’s work, the ICTl Director is expected to meet with, and regularly engage other Group Director’s, ICT Director’s and Senior Technical staff to ensure inclusion of ITAD experience and expertise in proposal development and technical assistance. The responsibilities of the ICT Director reflect the core needs of ITAD including: High Quality Technical Work: in line with ITAD’s mission and objectives, contribute to the state-of-the-art information and communication technology specialization areas (e.g., mobile, broadband internet, application of technology, deployment of technology in schools, rural access, etc.), ensuring that technical work and case studies advance the Department and FHI 360’s capacity and reputation. Enhance the reputation of institution and the Department externally through professional activities.
High Quality Written Work: ensure staff maintain FHI 360’s reputation for excellent written publications and reports. ICT Director is also responsible for Center publications (e.g., brochure) as well as media (e.g., web site, blog, etc.).
Sound Financial Management: prepare and monitor annual budgets for the Department and its projects, ensure that the Department budget target for the year is met or exceeded, that project budgets are balanced with no losses, and personnel and systems are in place for managing, monitoring, and reporting finances, as appropriate. ICT Director is also responsible for the accuracy of budgeting for technical proposals and their timely submission to Cost & Pricing unit.
Business Planning: take lead responsibility for preparing the Department’s annual business plan, and provide leadership in raising new funds and strategically managing growth and direction of the Department. ICT Director should examine traditional funding sources (e.g., USAID) but look to diversifying funding base consistent with the stated goals of FHI 360. Further, ITAD is often asked to support other FHI 360 Center’s need to meet “cost-share;” accordingly, ICT Director should cultivate and maintain excellent relationships with firms (e.g., major IT firms) who can contribute to meet cost-share requirements.
Client and Funder Satisfaction: ensure close relationships by monitoring, managing, and addressing client problems with good judgment as they arise.
Staff Development and Diversity: engage and motivate Department staff to meet project and Department mission and objectives. Hire, mentor, and retain staff, provide and facilitate staff development opportunities, and facilitate diverse and rewarding work opportunities for staff.
Cross-cutting and Multidisciplinary Approaches: in support of FHI 360’s initiatives and focus on multidisciplinary, cross-center collaboration among and between centers, as well as across program groups. As stated earlier, due to the cross-sectoral nature of ITAD’s work, ICT Director is expected to meet with, and regularly engage other Group Director’s, ICT Director’s and Senior Technical staff to ensure inclusion of ITAC experience in proposal development and technical assistance.
Minimum Requirements:
Requires master’s degree & a minimum of 15 years experience OR doctorate with minimum of 10 years experience OR an equivalent combination of education and experience.
Experience:
Deep technical knowledge of Information and Communication Technologies and have applied knowledge for many years across numerous countries and situations;
At least 10 years of experience exercising a high level of judgment and resourcefulness;
Experience managing and developing programs in 15 or more countries;
Successful experience in business planning and leading development efforts;
Sound fiscal management of programs and establishing operational standards;
Experience managing, developing and leading both local and virtual staff; and Strategic planning experience.
Skills: Analytical skills to include ability to think critically, analyze issues, and use a variety of methodologies to explore solutions to problems & unique situations.
Ability to engage and develop staff;
Demonstrated ability to manage and lead, including supervisory experience;
Ability to resolve human resources and client issues;
Ability to manage, develop and grow new business and projects.
Working knowledge of a second language preferred.
