With an annual budget of approximately US$ 80 million, an overall portfolio in excess of $320 million, and over 1,000 staff, our programs support Congolese communities and institutions (in seven of the DRC’s eleven provinces) in the areas of governance and community development, health, gender-based violence, education, and emergency response.
Reporting to the Regional Director, as Deputy Regional Director of Operations (DRDO) you will be a core member of the regional management team, overseeing the operations of the IRC’s largest program portfolio. The DRDO will play an essential role in ensuring that the DRC Regional Unit fulfills six core roles: general management of DRC Programs; setting and implementing organizational strategy; overseeing program and operations systems quality; developing and mentoring staff; developing new business; and advocacy and representation. The DRDO will be responsible for managing the Regional Unit, in coordination with the Regional Director and the Deputy Regional Director, and will directly supervise two senior positions, to include a total operations team of seven staff. The DRDO will also represent the DRC program to IRC headquarters on operational issues and participate in senior-level operations meetings.
The DRDO will provide strong operational support and oversight critical to the delivery of quality programs and will be achieved by: promoting operations and program linkages and strategic planning; developing operations policies and processes to ensure ongoing efficient, effective support and compliance across the country; institutionalizing staff development programs and systematically identifying and minimizing operational risks. The DRDO will also lead the implementation of IRC global operations initiatives, respond to and address audit findings related to operations functions, and contribute to proposal and budget development to ensure inclusion of appropriate levels of operations resources.

REQUIREMENTS: 1. At least 8 years in a senior operational management role, with experience working in a regional position and/or as Country Director with an international NGO a strong advantage; 2. University/B.A./B.S. degree required; MBA or comparable advanced graduate degree preferred; 3. Experience working within complex and fluid operating environments, including a demonstrated appreciation for the complexities entailed in working under high degrees of insecurity and political uncertainty; 4. Experience working with a complex donor portfolio and/or large scale project management role; 5. Strong interpersonal and training skills, ability to work in multi-cultural environments and demonstrate cultural sensitivity; 6. Diverse background in operations, with strong understanding of finance, administration supply chain, human resources, information technology, and business processes; 7. Interest in and ability to think and plan at the macro or ‘big picture’ level; 8. French & English language skills – fluency in one, and strong proficiency in the other, required.
